MEMORANDUM FOR MR. BRYCE:
Nuclear Arming of Air Division in Europe
I have gone through the Cabinet Defence
Committee records for the 19jT7-19iT9 period and
looked at the Cabinet Conclusions on the subject
of a replacement for the F-&amp;6.
General Norstad visited Ottawa in
November, 1957 and CDC records show an awareness
of the proposed strike role at that time.
Norstad does not seem to have referred specifically
to this.
In February, 1959, when decisions were
being taken on the ARROW, the CDC began discussions
of the choice of aircraft to replace the F-S6s in
Europe. The document submitted on that occasion
refers in the Appendix to the possibility of
atomic or conventional armament but there does
not seem to have been any discussion about this.
The CDC resumed discussion of the
replacement aircraft on June 27, 1959, during
which it was pointed out that the cost figures
being considered did not include allowances for
"missiles, nuclear warheads or other armament".
CDC referred the matter to Cabinet.
In the meantime, Cabinet had been
briefed by General Norstad again on May 18, 1959,
and during his report he referred to the new role
for the Air Division as being an atomic strike
role.
Cabinet had some discussion on June 19,
1959, of the replacement problem and it was
recognized in the discussion that the role
involved the use of nuclear weapons.

On June 30, 1959, the Cabinet had a
report of the CDC meeting of June 27th and approved
the selection of the CF-104 as the replacement
aircraft. On July 2, Cabinet confirmed this
decision.
I am not sure whether this meets your
needs but I believe these to be the only
references in CDC and Cabinet on this question.
I have flagged the CDC minutes and documents cthat
I have referred to in the attached books.
It was,
of course, at the CDC meetings that General Foulkes
was present.
