I was most i n t e r e s t e d in reading your draft
paper on the S t r a t e g i c Concept of the Nuclear D e t e r r e n t.
I note t h a t your paper points t o the n e c e s s i t y of studying
the implications of the nuclear and thermonuclear t h r e a t
in r e l a t i o n to the n a t i o n a l s e c u r i t y policy of Canada, and
t h a t you have suggested t h a t an interdepartmental body should
be e s t a b l i s h e d for t h i s purpose. One of the subjects which
such an Interdepartmental group would presumably have t o
.evaluate w i l l be the present adequacy of domestic peacetime
[readiness measures as well as s t o c k p i l i n g policies"^ (In t h i s
connection, i t would seem t h a t adequate peacetime readiness
measures would themselves serve as d e t e r r e n t , ) In terms of
the assumptions in your paper pur present peacetime readiness
measures seem p r e t t y archaic and i t might t&gt;e worth making
specific reference to t h i s problem in your proposed agenda «
and perhaps in your paper as w e l l .
This Division would, of course, have a p a r t i c u l a r
i n t e r e s t in suggestions for increased I n t e r n a t i o n a l c o n t r i butions in the non-military sphere r e f e r r e d to in your paragraph 58. We s h a l l look forward to r e c e i v i ng whatever further
d r a f t s of t h i s paper are prepared. Perhaps I might make one
specific "non-economic" comment on your paper. Paragraph 28
r e f e r s t o the prospect of an increasing number of U.S. Strat e g i c Air Command i n s t a l l a t i o n s being e s t a b l i s h e d in Canada
in the next five to ten y e a r s . In t h i s connection, I am
wondering whether some d i s t i n c t i o n might not p r o f i t a b l y be made
between I n s t a l l a t i o n s which may be required in Canada by the
