MR. SPEAKER:
In answering the question concerning
negotiations about nuclear weapons which I was aiced on
Friday, I should like to emphasize that this is - as
Honourable Members realize, I

ara sure - a serious and

difficult business on which the Government must proceed
with much care.

It is not a matter in respect of

which, on either side of the House, we should wish to
score mere debating points or quibble over the use of words.
As I announced last year, the Government
has decided that Canadian forces should be equipped with
certain defensive weapons that are most effective when
used with nuclear warheads;

it has also decided that

arrangements should be worked out with the United States
to enable the Canadian forces to obtain those nuclear
warheads, If and when they are required for these defensive
purposes.

The Government has also wished to make

suitable arrangements by which American air defence
forces under NORAD control, stationed on the leased bases
at Goose Bay and Harmon Field, could have available at those
bases, ready for use in the event of war, defensive nuclear
air-to-air weapons which they are now equipped to use.
Since it will be some time before the
Canadian forces have the aircraft or weapons requiring
nuclear warheads, we commenced our negotiations with the
United States on the arrangements necessary to stockpile
such warheads at bases in Canada for the use of U.S. forces
under NORAD.

These negotiations have been in progress
I hope they will be concluded soon but I

cannot give any assurance in that regard.

- 2 these negotiations that certain points were involved which
would also be involved in agreements relating to nuclear
warheads to be held at Canadian bases in readiness for use by
Canadian forces if and when required.

We considered it

best to settle these points in regard to this more
immediate issue before commencing diplomatic negotiations
on the agreements for the Canadian forces.

In the

meantime preliminary discussions have been taking place
between Canadian and U.S. military officers to outline
the questions that will arise in connection with the warheads
for Canadian forces.
Hon. Members will appreciate that I
cannot comment at this time on the substance of either
the negotiations in respect of U.S. bases or the
preliminary discussions In respect of the Canadian forces,
partly for reasons of security, partly because that would,
I think, make it more difficult to reach satisfactory agreements on these delicate matters.
