File No r u e no. //3> y //3 Rational .SecurIty. Policy. As requested, I attach a letter to Mr. Campney incorporating the Minister's revisions and enclosing a copy of my paper. • 2. I venture to submit for the Minister1s consideration an alternative draft letter to Mr. Campney. The reasoning behind the alternative draft is that, if we inform the Department of National Defence that we propose to complete the study on national security policy with the production of a succession of papers which will be submitted to the Department of National Defence for comments, this will almost certainly have the effect: (1) that the cooperation of the Department of National Defence will be limited to commenting on the papers prepared by the Department of External Affairs; (2) that the end product will not be the kind of study of national security policy which was envisaged, i.e. with the coordinated consideration of political, economic as well as military factors by the Departments of Government concerned, and (3) that it will not have the impact on national security policy desired, since the study would have been carried out without the $'.a~ to fe£ 000082 �Document disclosed under the Access to Information Act Document divulgue en veTOiRle&ElQjftgTFaeces a Finformation - 2 - participation of the Department mainly concerned in the implementation of national security policy. 3.
