Dear Norman,
Study of National Security Policy
Information which has become available about
nuclear and thermonuclear weapons and the means of
delivering them, has pointed to the desirability of
making a study of the implications of these developments
in relation to the national security policy of Canada.
It is envisaged that such a study may be undertaken by
a specially constituted interdepartmental committee,
and the matter is currently under consideration by the
Ministers concerned.
Before proceeding with the study on an interdepartmental basis, it is obviously desirable to clarify
our own departmental thinking on some of the policy
implications of the use of air-nuclear power as a
deterrent of war. Accordingly, a paper has been drafted
within the Department examining the implications of
the strategic concept of the deterrent. This paper
discusses the political factors only; the military
factors will have to be considered jointly with the
Department of National Defence, and other aspects such
as the economic and social with the other Departments
concerned.
