in t h e Department of External Affairs e n t i t l e d
"National S e c u r i t y P o l i c y " . I a l s o gave a copy Of
t h e paper t o t h e Prime M i n i s t e r , who thought t h a t t h e
proposals i t contained should be given serious
consideration.

and importance! t h a t t h e i m p l i c a t i o n s for Canadian
n a t i o n a l s e c u r i t y of recent developments, p a r t i c u l a r l y i n thermonuclear weapons and t h e means of d e l i v e r i n g
tnem, should be the subject of a comprehensive a n a l y s i s
and study , a s t h i s paper s u g g e s t s.
With your concurrence, t h e r e f o r e , I should
l i k e t o take an e a r l y opportunity t o have t h e matter
r a i s e d a t t h e Cabinet Defence Committee in order t h a t
a u t h o r i s a t i o n be given for t h i s study t o proceed.
Perhaps, i f you agree, the working group proposed
could s t a r t on a preliminary a n a l y s i s of t h e problems,
even in advance of t h e formal approval of t h e p r o j e c t
by the Cabinet Defence Committee.
