As I said in a telephone conversation with you
this morning, we have asked Mr. Ignatieff, who has just
returned from I.D.C, to attempt to formulate some questions
which might serve to elaborate our Departmental memorandum
of November 17, a copy of which was given to your Minister
by Mr. Pearson. I attach a copy of the memorandum, together with a set of questions.
It will be appreciated that this list of questions
is not exclusive or exhaustive. Indeed, it might on reexamination seem desirable to drop some of these questions,
but they will I think serve to elaborate the memorandum.
A more definitive agenda would of course be necessary when
the working party is organized.
It is thought that a good deal of material would
be now available either in your Department or in ours so
that the study would not be by any means an entirely new
effort. It is thought that existing organizations, e.g.,
our European Division, J.I.C., and the J.P.C. might be
able, without too great an expenditure oftime and energy,
to provide additional short studies as required. The task
of the study group would be to analyze and synthesize
such material.
As I said this morning I should be glad to have
a talk with you on the matter at your convenience.
