which reference is made in the personal message
from Mr. Churchill to yourself Is undoubtedly a
document of very significant importance*

From the starting point of a fresh analysis

of the problems facing the free world, the report
(V &lt;
goes oh to suggest revisions of policy, both for the
* °free world vis^a-vis th© Soviet Union and for the
o-H-^
United Kingdom Government. The suggested, modifications In policy are primarily related to the increase
in United States atomic power and to the world
economic situation with special emphasis on the problems
created by the Impact of the present United Kingdom
armament programme on the United Kingdom's wide-spread
foreign policy and defence obligations* A number of
the suggested modifications of the United Kingdom
policy and of western policy in general will have a
bearing on Canadian intereste* From this point of
view, the report of th© United Kingdom Chiefs of Staff
should be subjected to close and careful analysis*

The United Kingdom objective in discussing
this report with the United States Is indicated by
Hr* Churchill when he speaks of its being of "the
first importance that we should try to reach agreement
with the United States on allied global strategy"* &lt;t
The lack of any top level agreement on global strategy
has hitherto been conspicuous. She United Kingdom ,
Chiefs of Staff report suggests that a tripartite
body should be established, including the United Kingdom, the Uhlted States and France to fill the gap* We
understand that the United States view is that the
North Atlantic Treaty Organization cannot be an appropriate body for global planning on a world-wide scale.

From our own point of view, the request of
Mr. Churchill for your views and the suggestion for a
meeting between a representative of the Canadian Chiefs
of Staff and the United Kingdom Chief of the Air Staff
in Washington prior to the approach to the United States
raises the important question of our proper relationship:)
to any erganiisation which may be set up for global planning. My Minister will, I know* be very much interested
both in the content of the United Kingdom paper and in
the procedure adopted for dealing with the United Kingdom
proposals for discussions* Hay I suggest, therefore,
that as Mr* Pearson will be returning to Ottawa early
next week, an opportunity should be given to him to consider the Important issues involved in this matter from
the point of view of Canadian foreign policy before a
decision is reached regarding the proposed discussions in
Washington* In addition, Hr* Wrong will be in Ottawa at
the beginning of next week and his views would be valuable
and relevant*

The timetable suggested involves discussions in
Washington beginning on August i| so that we have a week
in which to consider the nature of any reply which we
might wish to send to the United Kingdom Government* both
on the substance of the policy questions raised in their
paper and on the procedures for dealing with them*
