Dear Mr. Robertson:
I refer to your letter of 23 August and enclosures
concerning notification to the German authorities of the conclusion of the Canada-U. S. Agreement concerning nuclear
weapons for the Canadian F o r c e s .
As far a s this Department is concerned, there is no
objection ia principle to answering the questions raised by
State Secretary Lahr. However, with regard to the proposed
r e p l i e s , it is suggested that tike replies to the first and second
questions might be made more specific, as follows:
(a) With regard t o question of additional f a c i l i t i e s , the
NATO infrastructure programme, under which
storage facilities for nuclear warheads in Germany
are t o be provided, has taken into account the
Canadian requirements for the supply of warheads
for Canadian Forces in Germany. As a result,
storage sites already programmed will be adequate
to meet Canadian needs and no additional storage
facilities will be necessary.
(b) No arrangements have been made for the storage
of special weapons in France, and pending the e s t a b lishment of such agreements or alternative arrangements, present planning provides for all RCAF
Quick Reaction Alert aircraft to stand alert on the
two b a s e s la Germany but within the limits imposed
by the Quick Reaction Alert and Special Ammunition
Storage facilities now being built. We are aot aware
of any plan t o increase the s l e e of these facilities
which are being provided by Infrastructure funds.
With regard t o para. 2 in your suggested reply, it is
noted from Telegram 619 dated 10 September from Bonn that
the United States Embassy in Bonn will be consulting with our
Ambassador there before the reply i s given to the Germans.
