Dixie, Secretary The purpose of the meeting was io review a Uhited States 1 proposal for revision of the draft Canadian Note passed to the U.S. Bnbassy on May 17, 1963 covering Nuclear Weapons for Canadian Forces• Following this review it is proposed that an agreed revised draft be prepared and passed with a covering submission to the Cabinet Defence Committee. 2 There was general discussion on the U.S. revision and the factors which influence both the U.S. and Canadian position. It was pointed out that the U.S. proposals for revisionvere submitted with the intention of obtaining a U.S./Canadian agreement which closely parallels similar agreements already made with other NATO countries. The desirability of this approach was recognized but it was noted that the U.S./Canadian agreement covers Canadian forces both in Europe and in North America and therefore could not completely parallel the agreements with European NATO countries. The need for a U.S./Canadian agreement similar to those between the U.S. and other NATO countries is heightened by a requirement for the U.S. to reveal the pertinent.clauses of the agreement to Germany, as a host government. It was therefore agreed that, to the maximum practical extent, we should accept the proposed "standard" clauses and/or wording, and that provision should be made separately for agreement on any special interpretation of these clauses to be applied A201600064 CSC 1888:9 Pt. 3 000788 �A201600064 C^I_JS8S:9^t. 3 2 ~~ln the strictly Canada-U.S.'arrangements. > This could, for example, be accomplished by an exchange of "letters of understanding". 3 A detailed review of the U.S. proposed revisions was made and the follov/ing paragraphs reflect the agreed decisions of the interdepartmental meeting* (Eeferenoes are to paragraphs of the draft Note.) (a) Paragraph 2 - Revise the paragraph to read* "Stockpiles of nuolear warheads will he established to iM@t the a@§'ds ef at.p3?6v§d HA£0 d§feno@ plans a?, where appropriate, as determined by the U.S. and Canadian Military authorities". The final sentence of the existing paragraph; 2 is to be revised ana added to paragraph lhf person- It is agreed that determination of quantities of warheads "to meet the needs of approved HATO 3efnnce plans" can properly be left to the United States, However, the defence of North America being a jcwnt and exclusively U.S.-Canadian matter, it is bell "red that quantities of nuclear warheads - at least for Canadian forces in NORAD - should be jointly agreed. The question of host-government agreement to location of stockpiles is closely related to the subject :^vjter already covered by para l*f, and would more properly be included in that para. The revision proposed is intended to achieve these improvements without departing conspicuously from the standard terminology. (o) Paragraph ? - Revise the paragraph to read: "The release of nuclear warheads to meet operational requirements will be the subject, where practical, of prior intergovernmental consultation. They will be used only as authorized by both governments and in accordance with procedures established by the appropriate Allied Commander or by the Canadian and Unites States military authorities as applicable."
