The attached draft schedule was left with me by External
Affairs this afternoon. As discussed with you, Bill Barton has
proposed that when we are agreed on this draft, Freeman Tovell will
prepare the following additional schedules:
(a) BOMARC air defence weapons
(b) Honest John rockets for the Canadian Brigade in Europe
(c) Nuclear weapons for Canadian Maritime Forces, RCN &amp; RCAF.
This may need to be in two schedules, one covering the
forces to be employed with SACLANT, the other covering
Canadian Maritime Forces on the West Coast.
It is understood that a schedule covering air defence weapons other than
BOMARC will be prepared at the appropriate time.

I have the following comments to make on the attached draft:
(a) In para 4,special ammunition storage sites and quick
reaction alert areas should be specified in accordance
with established criteria.
These criteria are contained in SBAPE document AG 6160/E-100/59 LOG.
The 8A3 areas are type "C". The QRAs are defined in
Annex 11A of the referenced document.
(b) The points made in para 5 and the numbers of personnel
required (see para 3} are covered in SHAPE document
128/59, Plan for the NATO Special Ammunition Storage
Programme. Again, therefore, reference to the
relevant SHAPE document would save unnecessary and
perhaps inaccurate wording.
(c) External Affairs suggest we should define "Canadian
area of responsibility".
I suggest that in lieu
of this phrase throughout the paper we use the
expression "Canadian base area".
(d) External Affairs in para 10 have left in the paper
rather more description of the conditions which
might influence authorization than I had anticipated,
This will probably still be objectionable to the
fChairman.
(e) I believe that para 16 requires more critical
examination than I have had time to give it. in so
far as the communications requirements are concerned.

You will note that the preamble to the schedule is a
useful addition and provides some flexibility. You will note
also that para 40 may be of some assistance in this respect.
Under these circumstances probably the content of the schedule could
be further reduced and simplified.

As reported to you by telephone, Barton suggested last
week that we should get this agreement in the hands of other
departments,particularly Finance,for critical comment as soon as
possible.
I informed him that we would wish to proceed a step
at a time, that the first step would be to get agreement between
External Affairs and ourselves at CCOS level on this draft agreement.
$e could then consider whether or when it would be appropriate to consult other government departments or agencies. My
hope was, of course, that the road block would have been cleared
before this.

W/C Henderson, RCAF Member of the JSiTC is, of course,
available to Lt Cmdr Donaldson to assist as required on these
papers.
In addition, G/C Gillespie will be back from Europe
early next week and could probably give you some help if you need
it in my absence.
