CCOS
Special Ammunition Storage Sites
Associated with Canadian Forces in Europe
The present situation in Europe, as it pertains to proposed
Canadian nuclear capable forces, is as follows:RCAF - AIR DIVISION
The RCAF has four main airfields:Zfteibrucken and Baden-Soellingen in Germany and
I^rville and Gros Tenquin in France, and four
deployment airfields - Bertrix and St. Hubert in
Belgium and Rocrai, and one yet to be named, in
France.
With regard to the main airfield at Baden-Soellingen, the
SAS Site (Type "C") was programmed in the 10th Slice and the RCAF
has recently approved the German request to proceed with the
construction. However, in the case of the remaining seven airfields
(3 main and 4- deployment) only the SAS at Zweibrucken has appeared in
SACEUR's Proposed 12th Slice. There are no SAS Sites included in the
proposed 12th Slice for construction in either France or Belgium for
anyone although the RCAF had asked for the remaining seven ties to be
included in the 12th Slice. In this regard, SACEUR's Periodic Report
AFCE/3I/6O dated 11 Febtuary, I960, shows that the seven additional
SAS Sites for the Wo. 1 Air Division are now to be included in the
13th or H t h Slice. However, the previous Periodic Report stated that
the seven SAS Sites would be included in one of the 12th to 14th Slices.

Personnel

^

The RCAF estimates that a_2__r_o_____taly 100 extra men will be
required for..-s^eiscoi*^ duty at each Site. This estimate is based on a
requirement put forth in ACE Plan for NATO Special Ammunition Storage
Programme SHAPE 128/59, which calls for 50 personnel for security force
to be supplied by the user nation.

In addition, a custodial force of

approximately 50 which will be concerned mainly with maintenance and
routine inspection of components is also considered necessary. The
percentage of this latter group to be provided by Canada will depend on
the amount of information and control to be released to Canada under the
general agreement with the United States whereby this country will

acquire nuclear weapons. Further, there is an indication in Annex
2 of SHAPE AG 6l60/E-100/59 LOG entitled "Criteria and Standards for
NATO Technical Airforce" that in addition to-storage buildings etc,
there will be in the SAS Site complex, administrative facilities for
associated personnel including barracks and messes for officers and men.
This would tend to indicate that an additional requirement might exist
for housekeeping personnel to operate and maintain these administrative
facilities.
ARM - L CIBG
At the present moment the Army plans call for one SAS Site n$h*&lt;*»'? )
(Type "A" Mod) to be situated at either Menden or Hemer. Funds for
this site are included in SACEUR'S 11th Slice and tentative agreement
has been reached at the military level to share this site with the BAOR.
An estimate of the personnel requirement for the Army site is not yet
available. It is not considered that an estimate can be made until
the sharing arrangement can be finalized with BAOR. The Army has
tentatively suggested that Canada might be prepared to assume responsibility
for the accommodation of the US personnel concerned if the BAOR \rould
assume responsibility for the physical security of the site.
Authority to, Employ
In accordance with a proposal made by the US prior to the Heads
of Government meeting in December 1957, SACEUR, in the event of hostilities
could release nuclear warheads for employment by nuclear capable forces.
In SHAPE 128/59 it is assumed that such warheads will be released by
custodial organizations to the delivery forces and that these delivery
forces, after receipt of R/our execute SACEUR's programmes and the
regional plan under the direction of the NATO Commander designated in each
approved plan.

In paragraph B4 of the Annex "Draft of Proposed Agreement

with the United States on the Acquisition of Nuclear Warheads for Canadian
Forces" (dated June 15, i960) it states in part that the authorization of
the use by Canadian forces of the nuclear warheads

will be

the responsibility of the Government of Canada.
Communicat ions
In order to ensure rapid transmission of orders for the release
of atomic weapons within the short time dictated by operational requirement,

SACEUR in SHAPE 128/59, states that sufficient communication facilities
must be provided.

In paragraph D17 of the draft agreement referred to

above, it states in part "Canada will be responsible for and bear the
costs of a reliable means to signal communication where necessary to
meet the purpose of this agreement."
