Acquisition and Control of Nuclear Weapons
for the Canadian Forces

You win recall that 1 wrote to yon on 22 October regarding a message from our Embassy In Washington* No. 2591 of
14 October, regarding the arrangements for drafting an exchange
of notes for the acquisition and control of nuclear weapons for the
Canadian F o r c e s . In thi3 letter I pointed out that on 14 October
I had sent you a copy of the draft note which had been worked out
between cay staff in Washington and the Pentagon and 1 suggested
that it was my understanding that the next step was t o request the
State Department to negotiate United States Form. 175, which is
permission to negotiate an agreement by the United States.

Up to the present I have not received any answer to
this letter, and we a r e now being pressed by the NATO military
authorities to make arrangements for the storage of nuclear
warheads for the Army in Germany and the erection of the
necessary buildings and accommodation for the airfields in
France, Germany and Belgium for the storage of nuclear weapons
t o arm the CF104. Funds have already been allotted in the
Tenth Slice of Infrastructure for the facilities at Baden-Soelliixgen
in Germany, and It is expected that arrangements for other
construction in Germany and in Belgium will be made in future
slices of Infrastructure. The arrangements for this construction
will have to be made with the host governments, Germany, Francfe
and Belgium, but before we can proceed with these negotiations
with the host governments we should complete negotiations with
the United States on the general conditions for the acquisition of
nuclear weapons for the Canadian forces for UB&amp; in both North
America and Europe. You will also recall that the Prime Minister
made a statement in regard to these negotiations in the House on
18 January, in which he stated:
*'In these circumstances negotiations a r e proceeding with
the United States in order that the necessary weapons can
be made available for Canadian defence units if and when
they are. required. I cannot comment in detail on these
negotiations but I wish to state that the arrangements for
the safeguarding and security of such weapons in Canada
will be subject to Canadian approval and consent."

You may recall that at that time the US authorities asked this
Department what negotiations the P r i m e Minister was referring to
as they were unaware that there were any negotiations going on
at the time regarding the acquisition of nuclear weapons, although
the Joint Chiefs of Staff had agreed on 1 May 1959 to the general
conditions on which nuclear weapons would be released to the
Canadian forces. A copy of thio communication is available on
