Weapons and Warheads for Canadian Forces

It will be recalled that Cabinet gave approval oh 15 October 1958
for negotiations to be initiated between Canada and the United" States in
regard to the acquisition and storage of defensive nuclear weapons and
warheiids for the use of Canadian Forces." These proposals' were subsequently
discussed at the Canada-United States Joint" Ministerial meeting held in
Paris "oh 15 December. A relevant extract of the discussion is attached
as Appendix W A W .

On 22 May 1959 notes were exchanged between Canada and the
United States for co-bperatibn in the exchange of information on the uses
of atomic energy for mutual defence purposes.

In "a membrahdtmi dated 1 May 1959 to the Chairman of the
Canadian Chiefs of Staff, the ChairmaiTbf the United States Joint Chiefs"
of Staff expressed the views of the United States in regard to the method
of" negotiation pertaining to the prdvisiohs, storage; and control of nuclear
warheads forn Canadian
forces. A copy of this memorandum is attached
as Appendix B M .

Discussions have now taken place between the military authorities
of Canada and the United States, as a result of which a draft note of "the
general conditions for the acquisition,custody and control of defensive
nuclear weapons is ready* for''discussion with other "Government Departments.
It is hoped that this note will be finalized for presentation to Ministers
by the end of this year.

As and when general agreement has been finalized, detailed agreements for the specific storage, use and operation of such defensive nuclear
weapons will be made withs
(a) SACEUR
(b) SACLANT, and
(c) CINCNORAD
in their capacity as United States Commanders.
