developing over a period of years.

My government wishes to seek agreement to general principles
covering the provision of atomic warheads to Canadian forces, in order
that it can proceed with consultation with the United States commanders
concerned for the more detailed arrangements.

These arrangements will be

the subject of separate notes.

Since the dispositions of forces alter, and their weapons become obsolete
and are replaced, it is considered highly desirable that any agreement on
the provision of atomic warheads should apply equally to possible weapons
of the future.

The general arrangements for the provision of atomic weapons

to the forces designated above will be governed by the atomic stockpile
plans and requirements of the Commander concerned.
Certain aspects of the over-all, more detailed arrangements, such
as technical agreements pertaining to custody and control, and storage
facilities will be accomplished on a bilateral basis with the appropriate
U.S. Commander, subsequent to the ratification of this agreement.

In order that the Canadian forces may be provided with
atomic weapons appropriate to the various weapons systems in use
or contemplated for use by them, my government wishes to propose
the following broad, principles relative to such provision:

(l) In each of the commands in which Canadian forces are or
will be disposed, it is recognized that, in accordance
with the requirements of the United States Atomic Energy
Act, 1954 (as amended), the U.S. Commander, in his national
capacity, will retain ostrt-rel and Gi__©4y of all atomic
weapons provided to those forces.
With respect to forces situated on the West Coast of
Canada, it is assumed that the U.S. Commander of ALCANUS would
be responsible for the ofi-rs and custody of atomic weapons in
that area»
(2) The provision of adequate storage facilities for atomic
weapons allocated to Canadian forces in the NORAD and CUSPRG
areas is acknowledged to be a Canadian government responsibility
while NATO Infrastructure funds would provide similar facilities
for Canadian forces under the operational control of SACEUR and
earmarked for SACLANT.
(3) The established principles of security with regard to atomic
information will apply to the handling and storage of atomic
^^weappns provided to Canadian forces, wherever they may be disposed,

the safety of the weapons during handling and storage, exclusive

which governs the release of publicity relating to joint Canadian-USA
defence plans and operations.
