Arrangements for the Provision of
Atomic Warheads to Canada
I would refer to your memorandum of 25 May 59 and
to the meeting held in your office on 21 May 59 and attended
by yourself, Wing Commanders Mitchell and Cobus and the undersigned.

I wish to confirm that I will be glad to examine
the draft of any proposed Exchange of Notes covering the
matter referred to in your memorandum under reply. As I understand the instructions received by the JAG from the Chairman
Chiefs of Staff, the initial draft will be prepared by you.

The material forwarded with your memorandum will be
of assistance, but there is one question I should like to
raise at this time. In the first paragraph of your memorandum
you speak of "Canadian requirements for atomic warheads and
other nuclear material in the event of war" (underlining mine).
I did not understand, either from the instructions from the
Chairman Chiefs of Staff or from the conversation at the meeting
to which I have referred, that the provision of this material
was to await the event of war. I should like confirmation that
what is required is an Exchange of Notes under which provision
of the material, etc., may proceed in the immediate future.
