1. I refer to your letter of 21 May 1959 concerning
a statement on NORAD-NATO relationships.
2.
- I believe that with minor amendmentsfthe statement pertaining t o Washington Telegram 1196 of 19 May
would be a suitable explanation of the relationship. My
suggested amended statement is attached.
3.
With respect to your enquiry as to why this
matter was raised by the US Department of Defence at
this time, I.understand there is no particular significance
in this. However in view of the controversy which was
raised about this matter last year, the United States feel
it would now be useful to have an agreed statement betvreen
Canada and the United States which could be used in
answering enquiries of this nature.

�"NORAD" is an integrated Canada-USA Air
Defence Command established through bilateral agreement
under Article 3 of the Charter to the North Atlantic
Treaty within the Canada-USA region of the NATO area.
It is not, strictly speaking, a NATO Command and the
Canada-USA Regional Planning Group has no assigned
forces. The military plans for the defence of the
Canada-USA region are reported to NATO through the
Canada-USA Regional Planning Group; this Group reports
to the NATO Standing Group which in turn reports these
defence plans to the NATO Military Committee. The
Military Committee thereby keeps the North Atlantic
Council informed of air defence arrangements in the
Canada-USA region".
