Object of the Study
This i s one of a s e r i e s of reports on major Canadian
c i t i e s and t a r g e t s which provide basic information on enemy
c a p a b i l i t i e s t o cause damage to persons and to v i t a l points by
atomic a t t a c k . This study is not concerned with the probab i l i t y t h a t such an enemy attack w i l l be made,

III Sources of Basic Information
(a) Population

Information on the nighttime d i s t r i b u t i o n of populat i o n i s based on a r e d i s t r i b u t i o n of the 1951 census returns i n
greater d e t a i l to show the population of individual c i t y blocks.
This i s considered for the purpose of t h i s study a s u f f i c i e n t l y
good approximation to the nighttime d i s t r i b u t i o n of population.
I t has not been possible a t t h i s time to estimate the daytime
d i s t r i b u t i o n of population.

L i s t of V i t a l Points, which i s the work of the Interdepartmental
Committee on V i t a l Points , The l i s t for the Quebec area i s
given i n Appendix "A".

Basic data on the effects of atomic bomb explosions
on people and s t r u c t u r e s was prepared by the Defence Research
Board (Scientifi c Adviser to the C i v i l Defence Co-ordinator).

Factors Considered i n Selecting Aiming Points for Study
The effects of an a t t a c k on a c i t y vary widely with
the location of the boirib b u r s t . As i t i s not considered practicable to study a l l possible points of b u r s t , a s e r i e s of aiming points have been selected which would give the maximum
effect on population and on differen t groupings of v i t a l p o i n t s .
The effects of an a t t a c k vary widely with the energy
released by the bomb. As i t i s not possible to estimate the
energy l e v e l of the bomb most l i k e l y to be used, separate e s t i mates were made for a bomb yielding the lowest probable energy
and the highest probable energy.
The effects on people also vary widely with circumstances of warning and r e s c u e . A s e r i e s of estimates were t h e r e fore made for d i f f e r e n t conditions of warning and r e s c u e . The
estimates made for conditions WITH RESCUE are for i d e a l rescue
conditions with organized and trained rescue teams, i n temperate
climates and when the atomic attack i s unsupported by other
weapons. In s p i t e of rescue e f f o r ts c a s u a l t i e s would tend t o wards •those given for NO RESCUE under severe winter conditions,
or i f Chemical Warfare attack were combined with atomic attac k
or i f the spread of f i r e were e x t e n s i v e .
Conditions of v i s i b i l i t y would also a l t e r the effect
of an a t t a c k . Poor v i s i b i l i t y would reduce the extent of f i r e
and the number of r a d i a t i o n casualtie s and would have some e f f e c t
on the chances of pinpointing the t a r g e t from the a i r . Al l
calculations are based on an average clear day with a v i s i b i l i t y of about six m i l e s .
For the c i t y of Quebec an Aiming Point was chosen t o
give the maximum effect on the nighttime d i s t r i b u t i o n of popul a t i o n . Aiming Points were also chosen t o give the maximum
effect on a l l v i t a l points considered c o l l e c t i v e l y for the lowest
probable and the highest probable energy l e v e l s . In choosing
Aiming Points t o give the maximum effect on the v i t a l points
i n Quebec, v i t a l points a t Lauzon, well within range of an
attack on Quebec, were considered as a u n i t with those i n Quebec.

- 3 The present study i s confined to the e f f e c t of a bomb
delivered by an airborne v e h i c l e . I t i s possible t h a t Quebec,
a Port City, with shipbuilding and repairin g among i t s major
i n d u s t r i e s , would be an a t t r a c t i v e t a r g e t for an underwater
b u r s t . A separate study w i l l be made of the effects of t h i s
type of a t t a c k .
Results of the Study of the City of Quebec
A ni^ittime attack on t h i s c i t y by an a i r burst atomic
bomb could r e s u l t i n casualties among $5 t o 70$ of the populat i o n for a 20 Kiloton Bomb, depending on conditions of warning
and rescue* 75 to 95% for a 100 Kiloton Bomb; and s e r i o u s ly
i n t e r r u p t the function of Quebec as a port and i t s i n d u s t r i a l
output. An attack on the V i t a l Points of Quebec could cause
widespread destruction t o these v i t a l points and cause c a s u a l t i e s
among 15-30$ of nighttime population by a 20 Kiloton Bomb; and
70-90$ by a 100 Kiloton Bomb.

( e ) Effects on Morale
I t i s expected t h a t the e f f e c t on morale i n large
centres of population i n Canada, and a t l e a s t the northern
parts of the United S t a t e s , would be much the same whichever
c i t y i s attacked by an atomic bomb. The effect w i l l probably
be somewhat proportionate t o the s i z e of the c a s u a l t i e s i n f l i c t e d by individual bombs and by the number of c i t i e s attacked.
Air Navigation Aspects of an Attack
With the equipment a t present available to the Russian
Long Range Air Force, Quebec City would not be a d i f f i c u l t
t a r g e t t o locate under any weather conditions for a well trained
navigator not familiar with the a r e a .
Accuracy i n identifying specific aiming points i n
Quebec i s a more c r i t i c a l aspect. The v i t a l points i n Quebec
and Lauzon are so d i s t r i b u t e d t h a t the Aiming Point giving
maximum damage t o a l l v i t a l points considered c o l l e c t i v e l y i s
small, and the effect on a l l v i t a l points considered c o l l e c t i v e l y

- 9 would f a l l off rapidly as the distance of Ground Zero from the
chosen Aiming Points i s increased. This i s p a r t i c u l a r l y
evident i f the lowest probable energy l e v e l bomb i s used and
i s true for population as well as for V i t a l Points.
At the present time there i s no s a t i s f a c t o r y comp l e t e l y airborne means of pinpointing a t a r g e t within a large
c i t y , except v i s u a l l y . In the case of bombing by radar over
cloud coverage, the c i t y of Quebec as a whole would have t o be
used as the t a r g e t . In the case of Quebec t h i s would be l i k e l y
to r e s u l t i n less c a s u a l t i e s and damage to v i t a l points than
i s described i n t h i s r e p o r t , p a r t i c u l a r l y if a smaller bomb
were used.
