ATOMIC VULNERABILITY STUDY OF CANADA
THE CITY OF WINDSOR

Object of the Study
This i s one of a s e r i e s of reports on major Canadian
c i t i e s and target s which provide the basic information on
enemy c a p a b i l i t i e s to cause damage t o persons and t o v i t a l
points by atomic a t t a c k . This study i s not concerned with
the probability t h a t such an enemy attack w i l l be made.

the 19£2 L i s t of V i t a l Points, which i s the work of the
Interdepartmental Committee on V i t a l P o i n t s . The l i s t for
the Wiodecr area i s given i n Appendix "A".
(c) S c i e n t i f i c Data
Basic data on the effects of atomic bomb explosions
on people and s t r u c t u r e s was prepared by the Defence Research
Board (Scientifi c Adviser to the C i v i l Defence Co-ordinator).
3V Factors Considered i n Selecting Aiming Points for Study
The effects of an attack on a c i t y vary widely with
the location of the bomb b u r s t . As i t i s not considered practicable to study a l l possible points of b u r s t , a s e r i e s of
aiming points have been selected which are calculated t o give
the maximum effect on population and on d i f f e r e n t groupings
of v i t a l p o i n t s .
The effects of an attack vary widely with the energy
released by the bomb. As i t i s not possible to estimate the
energy level of the bomb most l i k e l y to be used, separate
estimates were made for a bomb with the lowest probable energy
and the highest probable energy l e v e l .
The effects on people also vary widely with circumstances of warning and r e s c u e. A s e r i e s of estimates were
therefore made for differen t conditions of warning and rescue.
The estimates made for conditions WITH RESCUE are for i d e a l
rescue conditions with organized and trained rescue teaits, i n
temperate climates and when the atomic attack i s unsupported
by other weapons. In s p i t e of rescue e f f o r t s c a s u a l t i e s
would tend towards those given for NO RESCUE under severe
winter conditions, or if Chemical Warfare attack were combined
with atomic attack or if the spread of f i r e were extensive.
Conditions of v i s i b i l i t y would also a l t e r the e f f e c t
of an a t t a c k . Poor v i s i b i l i t y would reduce the extent of f i r e
and the number of r a d i a t i o n casualtie s and would have some
effect on the chances of pinpointing the t a r g e t from the a i r .
All calculations are based on an average c l e a r day over a
c i t y with a v i s i b i l i t y of about six miles.
As the v i t a l points of Windsor are located i n two
i s o l a t e d groups, an Aiming Point was chosen to give the maximum c o l l e c t i v e effect on each group of v i t a l p o i n t s . A
separate aiming point was not chosen to give the maximum
effect on the population of Windsor. Because of the proximity of Windsor to the larger population centre of D e t r o i t
an attack on population would l i k e l y be directed against the
c i t i e s as a u n i t and the aiming point located somewhere i n
Detroit.

- 3 Results of the Study of the City of Windsor
A nighttime attac k on the larger grouping of v i t a l
points i n Windsor could cause c a s u a l t i e s among 30 - h$% of
the population by a 20 Kiloton bomb, depending on conditions
of warning and rescue; $0 - 65% by a 100 Kiloton bomb; and
widespread damage to these v i t a l p o i n t s . A nighttime attack
on the smaller grouping of v i t a l points could destroy these
p o i n t s , but have l i t t l e effect on other v i t a l p o i n t s . Casualties
from t h i s a t t a ck would be less than 10$ of the population by
a 20 Kiloton bomb; and 10 - 20$ by a 100 Kiloton bomb. These
casualty estimates do not represent the highest possible for
Windsor as a separate airaing point was not chosen to give the
maximum effect on the population of t h i s c i t y .

I t i s expected t h a t the effect on morale i n large
centres of population i n Canada, and a t l e a s t the northern
parts of the United S t a t e s , would be much the same whichever
c i t y i s attacked by an atomic bomb. The effect w i l l probably
be somewhat proportionate to the size of the c a s u a l t i e s i n f l i c t e d by individual bombs and by the number of c i t i e s
attacked,

Air Navigation Aspects of an Attack
With the equipment a t present available t o the
Russian Long Range Air Force, Windsor would not be a d i f f i c u l t
t a r g e t t o locate under any weather conditions for a well
trained navigator not familiar with the a r e a .
Accuracy i n identifying specific Aiming Points i n
Windsor i s a more c r i t i c a l a s p e c t . The v i t a l points are so
s i t u a t e d t h a t the areas for which an Aiming Point could cause
the maximum damage t o v i t a l points considered c o l l e c t i v e l y are
not l a r g e , and the c o l l e c t i v e effect on v i t a l points would
f a l l off as the distance of Ground Zero from the Aiming Points
i s increased. This i s p a r t i c u l a r l y evident i f the lowest
probable energy l e v e l of bomb i s used.
At the present time there i s no s a t i s f a c t o r y comp l e t e l y airborne means of pinpointing a t a r g e t within a large
c i t y , except v i s u a l l y . In the case of bombing over cloud
coverage the c i t y of Windsor as a whole would have to be used
as tbe t a r g e t , and an a t t a ck would be l i k e l y t o r e s u l t i n l e s s
damage to the v i t a l points considered c o l l e c t i v e l y than i s
described i n t h i s r e p o r t . Although Windsor and Detroit would
appear as one c i t y on the scope, the D e t r o i t River would show
as a dark l i n e across the radar picture separating the two
c i t i e s even from a high l e v e l a l t i t u d e .
