In the memorandum, the Atomic Vulnerability Study Mariel recommends Mr —••• - '•*' (a) ; 1 that the Chiefs of Staff ncte the progress • made in the work of this Panel and the attached report on the city of Ottawaf (b) refer this report to the Joint Planning Committee and the Joint Intelligence Committee for their comments? (c) forward copies of the reports on individual cities as they become available to the Civil Defence Coordinator and to the Dispersal Committee, for their information but NOT for further dissemination. • (CSG*6=1=1 (COS) of 12 August 1952, (now CSCs2-1-25) 11. ^he Chairman of the Atomic Vulnerability Study Panel said that for the past two and a'half years the collection of information required to complete the studies on major Canadian cities had been in progress. The study on the city of Ottawa was the first to be completed. It was desirable that the Joint Planning Committee and the Joint Intelligence Committee study the report and comment on its form and content as these agencies wouldp undoubtedly9 find the reports of value in carrying out their planning4 and ..intelligence, functions. 12<> The Director of the Joint Intelligence Bureau said that all the information required to complete the studies on major Canadiam cities had been assembled;, however the limiting factor in completing reports was the time Dr. Massey, the only man who could express a scientific opinion, could devote to the project. Present indications were that the reports would be completed by mid-November. 13. The Vice Chief of the Naval Staff said that he was worried about the distribution of the reports, as the information contained in them could cause a great deal of alarm if not handled with great caution. 14-. The Vice Chief of the General Staff said that if the report on the city of Ottawa received approval and was disseminated as suggested by the Atomic Vulnerability Study Panel, it would provide the Civil Defence Coordinator and the Dispersal Committee with strong arguments for the procurement of further funds and the re-opening of the matter of dispersal of government agencies which might not be considered desirable at this timeo 15o The Vice Chief of the Air Staff said that the purpose of the exercise was to arrive at a list of Canadafs most vulnerable targets and the priority in which they should be afforded protection! dispersal was only a by-product of the exercise.
