Atomic Vulnerability Study Panel

The Atomic Vulnerability Study Panel was set up by the
Chiefs of Staff Committee to conduct a comprehensive fact finding
study encompassing the entire field of Canada1s industrial
capabilities and war potential, and the effect of disruption of
the various elements of those functions by atomic bombing.

The basic data necessary for this study has now been
assembled, or is in the final stages of compilation, and the
first study of a city has been completed. This study, of the
City of Ottawa, is attached to this report. The studies of
individual cities will be completed by
and an
overall summary of the studies by
,

The problem of estimating the effect of an atomic bomb
on personnel and on various types of buildings and industrial
structures is extremely complex and is made more difficult by the
absence of basic data on the effects of atomic bomb explosions.
No classified U.S. information on this aspect has been made
available for the study. The estimates made are therefore only
approximations, but the order of magnitude of the figures and
the relative damage to different targets or to different parts of
the same targets are considered to be correct^ Furthermore,
important lessons are being learnt about the vulnerability of
Canadian targets, in some of which important vital points are so
arranged that they represent collectively an attractive target,
whereas in other cases the individual vital points in an area are
so dispersed as to present separate targets even for the larger
type of atomic bomb. This type of information will be extremely
useful for studies of the dispersal of industry as well as for
defence planningv

The results of. the study will not be comparable with
and could not be directly related to studies made by the U.S. of
their own or other countries.

It is recommended that the Chiefs of Staff:
(a) Note the attached report on the City of Ottawa
and the progress made in the work of this Panel.
(b)- Refer the report on the City of Ottawa to the
Joint Planning Committee and Joint Intelligence
Committee for comments.
(c) Forward a copy of the report on the City of
Ottawa to the Civil Defence Co-ordinator and to
the Dispersal Committee for their information, but
not for further dissemination.
