Revision of ABC Intelligence

1.
In accordance with the.decision reached at 454th Meeting of
Chiefs of Staff Committee on 15 Nov 49 on the above subject, the
following is a summary of the action taken to date.

Air Vice-Marshal J.L. Plant has been selected to direct the
Tyork on the vulnerability otudy required for the revision of Part II
of ABCI 15.

Since A/V/M PJant was nominated to carry out this project,
two meetings attended by Dr. Solandt, Mr. MacKay (Mr. Glazebrook at
the first meeting) and the Chief.of the Air Staff, have been held.
During the discussions it was generally agreed that there is a vital
need for a comprehensive fact finding study encompassing the entire _
field of Canada's industrial capabilities and the effect of the disruption of the various functions or elements of those functions by
atomic bombing,

It was also agreed that before conclusions could be drawn
from such a study it should be co-ordinated with parallel studies
which are being undertaken in other countries, and A/v/M Plant is
making arrangements to visit Washington in order to become familiar
with United States methods of presentation, standards and criteria,

Upon A/V/M Plant's return to Canada it is proposed that a
panel of senior representatives of the departments concerned be
assembled to:
(a) Define the requirements for and the boundaries of the
•various studies which will be required,
(b) Allot each study to the appropriate agency,
(c) Direct the individual studies falling within their
respective responsibilities.
The panel would meet only as required to effect co-ordination.
