The Committee had for consideration a recommendation from the Joint Intelligence Committee for approval of a programme encompassing the revision of Part II of ABCI.. 15. Thero was an urgent national requirement in the form of a long-range intelligence appre ciation which the Planners could use in the development of their defence plans and which, at the same time, would enable Canadian intelligence personnel to participate more fully in any future international discussions. To carry out this task, it had been suggested that the Joint Intelligence Staff be augmented by a suitable senior officer as Chairman and an additional officer from each Service, and that the Joint Intelligence Committee be authorized to co-opt the assistance of various civil departments as required, ___ .-. The Chief of the General Staff, in agreeing with the requirement for such an appreciation, suggested that an interdepartmental committee would probably be required for this task, «S^ yfe% ,-=4 Cf^ ^ 17. Mr. MacKav stated that the Joint Intelligence Committee had not considered that a full-time staff would be necessary and felt that the present Joint Intelligence Staff, augmented, as recommended, would be capable of completing the report in probably six months. An interdepartmental committee would lack the basic organization which already existed in the case of the Joint Intelligence Staff and in any event would probably have to rely on the Joint Intelligence Staff for the bulk of the required information. 18. The Chairman. Defence Research Board* stated thkt'this project might be considered as the U.S.S.R. plan for the strategic bombing of Canada. As planning for a strategic bombing operation was an essential part of R.C.A.FJ training, it seemed appropriate that the problem be considered as an R.C.A.F. exercise. This would enable the officers of that Service to acquaint themselves with all tho problems involved in the development of a strategic air offensive. In order to develop this study, it would be necessary to obtain certain information which to date had not been made available by the /•tomic Energy Commission. . 4 19. General Foulke's pointed out that it was essential that the staff be organized in a manner which would ensure that the report would be acceptable to all interested government departments. 20.
