Revision of ABO Intelligence
In this item the Joint Intelligence Committee
is recommending measures to replace Part II of ABCI. 15.
fhe measures include two things! (a) an attempt to deter^
mine which targets in Canada the Soviet Union would wish
to bomb and (bj an attempt to assess what the Soviet
Union would be able to do and what it i?ould want to do.
These points are covered In paragraph 3 of the paper
of November 10 attached to CSC 2-1-3 of November 12.
fhe method by which this should be done is
outlined in the appendix to the paper already referred
to. The Joint Intelligence Committee recommends that
the Joint Intelligence Staff be provided with M a suitable
officer" as chairman and with one additional officer from
each Service. , This latter provision ls interpreted to
mean that no additional officer would be required from
the Department of External Affairs. It is also contemplated that the Joint Intelligence Committee would be
required to secure information from departments of the
Canadian Government other than External Affairs and
National Defence,
The Joint Intelligence Committee and the
Joint Intelligence Staff have given considerable thought
to the method of approaching this problem and the foregoing
recommendations embody the compromise of views that seems
most likely to be successful. In view of current conditions, it is probable that the Joint Intelligence Staff
will not be able to cope with the problem set before it
unless it receives a strong chairman from outside. A

~ 2 similar procedure was followed at the time the Joint
Intelligence Staff went to Washington when Group Captain
Sean was appointed in a similar capacity.
There can be little doubt that the project
itself is a necessary one as it is necessary to determine
with as much authority as can be what the Soviets would
be likely to attack in Canada and what they would be
able to do. If the Canadian Government is to have the
benefit of the intelligence appreciations of the United
States and the United Kingdom*, its own intelligence
authorities will have to go to Washington with something
in their hands, as it will not be possible again to sit
down at a tripartite meeting as the United States
authorities appear to object to that procedure.
