ABC Intelligence
1.

Some indication has been given that the recent ABC

Intelligence conference was the last of its kind to be held, but the
acceptance by the three participating teams of the need for revision of
Part II of ABCI 15 presupposes Canadian participation in future bi-partite
discussions. Consequently, it is important that the J..I.C. should undertake
preliminary studies leading to the development of a programme which will
enable Canadian national intelligence to play its full part by the tabling
of its ovm appreciations in future international discussions.
2.

In envisaging such a programme, three steps or phases

emergej first, accomplishment of the vulnerability study now under wayj
second, determination of the date by which the Soviet leaders may consider
themselves to be in a position to fulfil

their aim bf establishing v/orld

communism by means of warj third, assessment of capabilities and intentions
of the U.S.S.R. in (the date evolved in the second step).

It might be

possible to combine steps 2 and 3 in one study, and for this reason it is
considered that any contemplated revision of Part I should be deferred until
Part II has been completed.
3.

In view of these considerations, the J.I.C. propose to

take action along the lines indicated herein, subject to approval by the
Chiefs of Staff Committee of a programme designed to strengthen Canada's
position in future international intelligence talks. This will require,
as the first step, initiation of revision of Part II of ABCI. 15 as an urgent
national intelligence

requirement.
