Atomic Vulnerability Panel
The Atomic Vulnerability Study Panel was
set up by the Chiefs of Straff Committee to conduct a
comprehensive fact finding study of the effects of
atomic bombing on the Canadian economy and war potential. The procedure being followed is to carry out
a technical study of the effect of attacks on various
Canadian cities, since it is not possible to take
any one city or any one set of circumstances as representative. The attached Progress Report gives the
results of the atomic vulnerability study of the city
of Ottawa. Studies of the majority of the other most
important cities will be completed by the end of
August and an overall summary will follow shortly
after completion of the individual studies.

The Chairman of the Atomic Vulnerability
Panel recommends that the Chiefs of Staff:
(a) Note the progress made in the work of this
Panel, and the attached report on the City
of Ottawa;
(b) Refer this report to the Joint Planning
and Joint Intelligence Committees for their
comments;
