The Twelfth Meeting of the Vulnerability Study Panel was
held in Room 2717 "A" Building, National Defence Headquarters at
1000 hours, Monday, 2nd June 1952.

The Minutes of the previous meeting were read by the
Secretary. The Chairman asked the members if there was any discussion on the Minutes of the previous meeting. There was no discus,sion.
The Chairman then called for a review of the draft submission of the
Progress Report as prepared by Mr. Bowen*

Upon reviewing the draft submission in detail, it was decided that certain amendments should be made and incorporated in the
final submission. These amendments, to be made by Mr. Bowen, were
agreed to by the panel.

A point was raised by Mr. Bowen as to whether the results
of the studies should be restricted to "Canadian Eyes" only. After
some discussion, it was agreed that the results of the studies should
be restricted to "Canadian Eyes" only. In this regard, Brig. Jefferson asked if this decision could be revoked at a later date as it may
become necessary for CDC to exchange information with authorities in
the UK or USA. It was decided that any request for information by
CDC should be submitted to the Panel as a request for specific' information which in turn would be recommended upon and forwarded to the
CSC.

The Chairman asked the panel whether they wished to meet
again to review the Progress Report after the recommended amendments
had been incorporated. It was decided that a full meeting was not
necessary and that the Progress Report should now be submitted on the
approval of the Chairman.

The Chairman asked the panel for their views with respect
to further meetings to review the studies which would be completed on

the remaining cities. It was decided that when studies on the remaining cities were completed, the panel would meet to review them.

The meeting adjourned at 1145 hours. The Secretary is
to inform the members as to the time and place of the next meeting.
