Doolittle (Chairman) (Secretary) 1 The Tenth Meeting of the Vulnerability .Study Panp"1 was held in Room 4503, "C" Building, National Defence Headquarters, at 1000 hrs., Tuesday, 4th March 1952, 2 The Minutes of the previous meeting were read by the Secretary. The Chairman asked the Panel if there was any discussion on the previous minutes. There was no discussion. The Chairman then called upon Mr. Bowen to brief the Panel on the criticality study that had been completed on the City of Ottawa. 3 Prior to examining the study on Ottawa in detail, Mr. Bowen explained to the Panel members that it was still in draft form and subject to revision, especially with respect to tho figures on the destruction of personnel and buildings. These figures, he felt, were perhaps too high and it was intended that they should be reviewed and revised where necessary. After giving a general outline of the study, Mr. Bowen asked the members for comment. 4 Mr. Glazebrook noted that the study had been completed on the assumption that ther© would be no "organized rescue facilities" and inquired as to what the result might be if it were assumed that there would be "organized rescue facilities", and should a statement be made in this regard. After considerablo discussion it was de- • cidod to delete the assumption of "No Warning and no Shelter" and instead, to provide three sets of figures covering the following assumptions :(a) No rescue - no warning; (b) Rescue - no warning; (c) Rescue with warning. 5 A discussion on the submission of a "Progress Poport" by tha Panel to the Chiefs of Staff Committoo was opened by a suggestion from Mr. Glazebrook that Mr. Bowen, after making the necessary changes to the draft study on Ottawa, should prepare it along with a general paper for submission to the Chiefs of Staff Committee. Mr. Bowen quostionod whether the report should first go to the Planners and JIC for comment before being submitted to CSC. Mr.' Bowen thon suggested that an explanation might be made in the report stating the difficulties that had been encountered in obtaining necessary information -and pointing out that now as a result of the census, completed in 1951, progress could and was being mada, independent of the citios involved. The Ohaijrman expressed the opinion that it would be of no advantage to include any references as to delay in the Report. 6 It was finally agreed that Mr. Bowon, after making the necessary changes to the study on Ottawa, would prepare a Progress Report for submission to the Chiefs of Staff Committee. This Report is to consist of a general paper, the completed study on Ottawa and a forecast as to whon the study on the remaining cities will be completed. Along with the Report is to be included a request that the study on Ottawa be made available to tho "Civil Defence Co-ordinator" and tho "Dispersal Committoo" with dofinite restrictions as to further release of information contained in the study by either of these parties. 7 The Chairman called upon Mr. Bowen to outline the forecast he had made as to when tho criticality studios on the remaining cities would be complotod.. Mr. Bowon stated that he had drawn up a comploto schedule which indicated that those parts of the studios concerned with Vit^i Points would bo completed on all the cities by tho ond of March 1952, and that the.full study on all tho citios would bo comploted by mid-June 1952, at tho rata of approximately one city por wook.
