Tha SEVENTH Meeting cf tha Vulnerability Study Panel waa
hald In Room 2S08 "A" Bldg., National Dafanoa Headquarters at 1000
hours, Tuesday, 18 Sap 51.

Tha Chairman explained that oommenoemsnt of work on tha
aaaantial criticality study remained impossible baoausa of tha fact
that tha physical characteristics study had not yat bean completed.
Ba stated that tha plan of obtaining a oiviliam oontraotor to assist
in this study had not proved faaaibla baoauaa of delay In obtaining
approval for tha neoessary funds and baoausa ths Civilian Dafanoa
Co-ordinator had raised objections to thia plan, subsequent to tha
last Meeting, on tha grounds that aueh aotion might ba prejudicial to
civil defence preparations. Accordingly, tha Chairman stated that ha
had hald informal discussions with soma members of tha Panel witfe a
view to determining whether or not a simplified characteristics study
would serve tha Panel's purposes at least for the time being.

Tha tentative proposals agreed upon at these informal
discussions wara then outlined by tha Chairman and, in addition, tha
Chairman invited the attention of tha Panel to an alternative propoaal
submitted by the Department of Transport representative, Mr. Carty.
A copy of this lattar proposal la attached as Appendix *AM.

The Chairman expressed the belief that one of these two
plana for a simplified study would have to be proceeded with if the
oriticality etudy waa to be carried out within a reasonable period.

Tha Civil Defenoe Co-ordiaatcr representative explained
at thia point that the physical oharaoteristies study being sponsored
by his office was much nearer completion than had been hoped for at
the time of the last Panel Meeting and that there waa every indication
that detailed information would be available for all oitiee, except
Montreal and Toronto by the and cf October. In view of thia report
considerable dlaousalon ensued as to the advisability of completing the
physical characteristics study in the detail originally planned or of
adopting a simplified procedure. It was generally agreed that the
detailed study was now well enough along to Justify oontlnulng with
the original plan, with certain modifications as to the information
required.

It was also agreed that JIB would now commence work on
the criticality study, using information whioh was now available from
the Civil Defenoe Co-ordinator, lt being understood that day population
density and floor space data would be dispensed with.

It was further decided that a Mteting of the Panel would be
tentatively set for 1 Nov 51 in order that the JIB representative might
report progress on the criticality study.

The Chairman requeated tha Panel to reconsider the decision
of the FIRST Meeting iii regard to the eeourlty classification which
waa to be applied to the proeeadingc of the Panel. After soma discussion it waa agreed that the general proceedings of the Panel should
be classified as SBCBBT with particular aapeota being awarded a higher
or lower classification at the discretion of tha originator of the
relevant correspondence.
