At the next meeting on September lath consideration rail! be given to a simplified physical charnotorieties study and I am submitting for your conoideration the following (Suggestion;a s a temporary solution for uncompleted cities:- (1) By inspection tho above mosaics should he divided into iypon of areas, the below four types ore euggeetedsOuslneee llnnuf suturing Boeidentiol Undeveloped (8) these areas should he olaeoifiod, if necessary being subdivided for the purpose** (a) Denes (b) Average (c) Light These classifications would depend oai(1) The typo of area* (B) The percentage built up. (3) The average height of tho buildings in storeys* Theso lost two figures eould give tho floor space per unit of area (3) All the mosaics ehould ho divided hy one officer to obtain uniformity of procedure* (4) Ths mosaics with this preliminary subdivision should he taken by this officer to tho office of tho District Radio Inspector for the area* Department of Transport Radio Inspectors are I believe the only group of Federal Government employees having a compre* hensive knowledge of tho physical characteristics of tho various citieo duo to continuous radio inspection and interference work In these local areao* (5) The local radio inspection office would from their local know* lodge advise the officer in charge of tho mosaics regarding* (a) The average boundaries of the various areas and subdivisions. The building denoity would he computed from the mosaic either hy planimeter or it might he necessary to estimate it hy inspection. (8) From tbo building density aad tho overage height in storeys the floor space would ho computed. (B) If the day population wao necessary for business and manufacturing areao this could he estimated from the floor apace* (3d la residential areas the overage floor apace per inhabitant would vary inversely with tho floor space per unit of area ee la tho more concoctod areas the floor space per inhabitant would he less* It ahould bo possiblo therefore to make an assumption, if neoeeoory confirmed by sampling, of the floor ipse© per inhabitant for wait areas, with varying floor space, and thus get a close estimate of tho density ofpopulation in each area* (Dr* «Famee hopeo to get some reporte from tho Bureau of Stat ie tics for ©levea large cities la Canada which tilll provide better flguree than the above estimates, for thoir densities of population in residential areas*,* (11) Thojopulatioa of any section adjusted hy factors for time of day, huildlag denoity, building height aad averago huildlag type would give tho probable casualties depending of course on the distance from the bomb explosion centre* (IS) The floor space of a section adjusted by similar factors other than time of day would give tho physical damage* It might he neoessary for tho radio inspection office to aesiot tho officer in charge of tho mesaid with a moderate amount of field cork hy driving him round tho various areas whero there was any question* 1 believe this Information la yraotioally all available now from Federal Government sources and it would he easy to collect aad work up* Any errors would balance and the results would give substantially correct answers to tbe questions before the panel which ore outlined in tlr.
