The SIXTH Meeting of the Vulnerability Study Panel was held
in Boom 2305, "An Bldg., national Defence Headquarters at 1000 hours,
Tuesday, 15 £&amp;y 51.

The Chairman reviewed the decision of the FIFTH meeting in regard to obtaining the services of a civilian contractor to conduct the
physioal characteristics studies of Canadla.n cities. He explained that
shortly after this meeting the Manial of Civil Defenoe, Whioh contained
the necessary instructions for compilation of this data, had been approved and forwarded to ths cities, and in view of this lt had been
agreed with the Civil Defenoe Co-ordinator not to proceed, for the time
being, with the plan to engage a civilian contractor. The Chairman
stated that no report on progress had as yet been made and invited the
Civil Defence Co-ordinator to outline the present status of the physioal
characteristics study.

The Civil Defenoe Co-ordinator informed the meeting that the
rehired studies had been completed by three of the oities, namely,
Ottawa, Victoria and Halifax, but that full co-operation was not being
given by the other cities and the studies wore proceeding very slowly
or not at all.

The Chairman then pointed out that of the three studies undertaken by the panel, i.e., Complexes and Vital Centres, Effects of the
Atom Bomb, and Physioal Characteristics of Major Cities, the first two
had been completed for soma time, while the lack of progress on the
physical eharaoteristlos study made it impossible for the panel to combine these separate studies in order to produce the conclusions required
by JIB, CDC, and othor Government agencies. He requested, therefore,
that tha Panel re-affirm or otherwise the necessity of securing the
specified data from all the cities listed in the physioal characteristics
plan.

After discussion it was agreed that data from all tho oities
originally listed was essential to a complete picture of Canadian vulnerability, and that the contents of the physical characteristics study
should be largely as originally planned. The Chairman proposed, therefore, that as it appeared very doubtful that satisfactory results oould
be obtained through the efforts of the cities concerned, the postponed
plan of engaging a civilian contractor should now be proceeded with. .
The Panel agreed that this appeared to be the only possible solution.
In this connection the Chairman reviewed for tho meeting the following
decision of the Chiefs of Staff Committee taken at the 476th Meeting
held 28 Nov 60i-

"It was agreed to recommend to the Deputy Minister that the
study he undertaken by a civilian contraotor to handle the
technical detail, in co-operation with civil authorities J*

It was further, agreed that «hlle the data secured for Ottawa,
Victoria and Halifax could, in combination vlth
studies already completed, serve a useful purpose, it would not be economical for JIB
to set up the necessary staff organisation to deal with only part of
the final co-ordination if it was likely that this staff would have
to be disbanded because of delay In obtaining information on the
other cities* It was agreed, therefore, that JXB would take no
further action until a reasonably firm estimate oould he made of the
dates when further information oould be supplied through the medium
of the civilian contractor*
