The unfortunate failures of late is the trans -Atlantic aeblès
whicn culminated on Saturday last, May 9, in only the TAT 3 cable
surviving for a time, has caused us some concern.
This was to
ensure that should a "Flaih" Alert:, situation have arisen during
the period when our joint circuit in TAT 1 was out of service, we
should have been able to meet the requirement by mr,king use of the ;
G.C.H.Q. circuit (normally in CANTAT) which has been routed in TAT,3
since April_28.

in view of the likely increase in the number of trans-Atlantic

consider the relative priorities of ench circuit so routed so that
in the event of a failure of one or more circuit the two relay
stations should be aware of any special priority commitments that
must be taken account on the circuit(s) surviving.

Please refer to my letter FOB/172/64 of May 13 about
the need to resolve questions of conflicting priorities for
the use of trans- Atlantic.telegraph cable channels under

breakdown conditions.

We have now given some thought to this question in assoc -'.
.ation with the United Kingdom departments concerned and the
following are the lines on which we are thinking.
''At the outset, I should say that we hope, and believe,
that the Post Office and C.O.T.C. would do everything possible
to help us meet our urgent commitments.
As you will be aware,
the risk of multiple 1Q53 of channels has been minimised by
routing them in different systems spread among the three trans Atlantic cables terminated in this country.
In addition the
routing of channels via L.T.C. and O.T.C. \'till provide much
needed flexibility in the event. of cable breakdowns.
However,
notwithstanding any arrangements which the carriers may make
for restoring service, it is important to agree procedures for
dealing with periods of reduced channel .working.

We are firmly of the opinion that it is not possible to
lay down an immutable set of priorities to meet all possible
contingencies in breakdown conditions.
As you know, with the
re- arrangement. of the MOD London/British Embassy Washington
cable channel there will be three Government- rented channels
terminated at LTC and OTC. -.ñ addition to currying Canadian,
Forei(n Office, Ministry of Defence London and GCIIC and
Tripartite Alert traffic, these channels have to provide, on
call, a teleconference link between No. 10 Downing. Street and the
Jhite House.
Discussions are in prod ress with the Americans
with a view to finding other ways and means of providing the
No. 10 Downing Street/White House teleconference facility in an
emergency.
In the meanwhile we must regard a request for a
teleconference between No. 10 Downing Street and the White House
as being of pa :a :zount importance, all other requirements being
considered on their merits at the time, having regard to such
factors as :4.

(a)

the relative urgency and. the extent of the requirement;

(b)

the availability of alternative forms of communication
to meet any of the requirements;

(c)

the estimated period of reduced channel working.

We think it is quite inappropriate to place the onus for
deciding how best to use the remaining channels on the duty
engineering staff at L.T.C. and 0.T.C., since these staffs cannot
be expected to know all the implications.
However, it is
important that L.T.C. and O.T.C. should know to whom they should

�report the loss of a channel and from whom they can ret
instructions how to deal with the situation,
The solution
we have in mind, so far as the United Kingdom is concerned,
is for any loss of channels to be reported by L.T.C. to the
Head of Shift of the Foreign Office Signal Office.
This
officer, acting within the framework of previously agreed
operational guidance, would then consult Quickly with the
Duty Signal Officer at the E1.0.:ù., Cabinet Office and G.C.?i.'ï;.
Communication Centres to ascertain the current and anticipated
requirements and the state of alternative communications.
These officers would, of.course, make use of their normal
Departmental consultative machinery, as necessary, or as laid
down in the operational guidance.
Having decided how the
remaining channels should be used the Head of Shift, Foreign
Office Signal Office, would advise the D.S.O.s and the duty
engineer at L.T.C. accordingly.
As to the nature of the
operational guidance, our present thoughts arc that this should
be limited to stipulating that 10Downing Street/dhite House
teleconferences, when called for, will have overriding priority
and that the No. 10 and the Joint Intelligence Committee duty
officers must always be consulted before any changes in the
normal channel switching arrangements are aí;reed to that may
affect the No. 10 Downing Street /White House or the Tripartite
Alert requirements,.
As to other traffic, the Duty Signal
Officers should be well aware of the amount and nature of the
traffic on hand, and of the availability of alternative routes,
and should normally be well able, without consulting their
operational staffs, to agree revised schedules such that all
Departments concerned could clear their traffic having regard
to its precedence..
The duty Signal Officer at Canada House
would be consulted as necessary.

The arrangements outlined at paragraph 5 could not, of
course, be introduced and operated without tha full agreement
and co- operation from all eonct rned at your end.
As we see it,
what io required to for. un officer to be nominated at your end
with whom the Head of Shift, Foreign Office Signal Office,
could deal as necessary, and who, in turn, would pass any
agreed instruction to the engineering staff at O.T.C. and to
anyone else concerned,
It is clearly imperative that the
engineers at L.T.C. and O.T.C. should be working to the same
switching schedules.
6.

I should be most grateful to receive your informal opinion
on the arrangements outlined above and, in particular, your
views on how we can ensure the necessary collaboration on the
traffic side in the event of trans -atlantic cable breakdowns.
The arrangements outlined in this letter, including the pro,_.osed
operational_ guidance, will probably have to be submitted for
agreeent on our side to the Cabinet Of ice Combined CommunicationsElectronics Committee.
It would, of.course, be made clear in the
C.C.C. paper that the proposed arrangements were subject to formal
agreement by your side.

priorities foi' the use of transatlantic cable telegraph
channels
under breakdown conditions.
This has been due to the necessity
for the Government Signal Planning Staff to
obtain the reactions
of the other United Kingdom Departments
concerned to your
proposals and then to obtain the endorsement of the
Combined
Communications Committee.

We have only one minor reservation as regards your
proposals,
namely in the matter of Practice Alerts.
It is our view that it
would be bad security and also seriously reduce the value
of such
tests if the handling of practice Alerts traffic by
signals
personnel was subject to different arrangements from those
for ar.
Operational Alerts message.
Accordingly we would regard the
three separate uses to which channels are put, in
order of
precedence as :(a)

Tripartite Alerts traffic (i.e. both operational
and practice).

(b)

The Prime Linister to President link.

(c)

All other traffic handled accords:

to precedence.

Subject to the foregoing reservations, the Combined
Communications
Committee has endorsed the proposed arrangements.

You will appreciate that as regards .'ordinary'
your d. - the nominated traffic man in London will traffic have no
alternative but quickly to consult the duty signal
officers at
the other U.K.Commuilication Centres concerned
because
some of
our channels carry "on- line" encrypted traffic.
On these
channels the precedences being handled at any time are
known
only to the two terminal officers concerned.
