EE.nbassy In his letter reference HITS 1250 -36 (D.Sigs.) of 1st April, 1964, Colonel Smith indicated that you were to be the officer on his staff who would deal with questions of detail regarding the re- arrangement of the existing Ministry of Defence/Washington Embassy telegraph channel. I am afraid that our plans to re- arrange this particular channel via the switching points at O.T.C. and L.T.C. have been considerably delayed. However, it has now been agreed that the ;rashington/Leitrim and LTC/OTC channels, together with the MOD/LTC "tail ", shall be ordered for provision 2. by 27th October. I an enclosing two copies of the 'drill' covering the setting-up and subsequent operation of the new circuit and would be most grateful if you would arrange for the necessary co- operation at O.T.C. Incidentally, I trust that our choice of dates for the re- arrangement will not inconvenience 3. yot.. 4. Since this matter was first raised with Colonel Smith it has been agreed that, as the revised terms of reference of the Government Signal Planning Staff do not provide for it to be an executive (as distinct from planning) body as regards long -haul communications, the Ministry of Defence will be responsible for ordering and handling the financial arrangements for the U.K. Government- rented transatlantic (and trans- Pacific) circuits. Any questions concerning those aspects and the detailed setting -up and subsequent operating arrangements for this particular channel should be addressed to the M.O.D. (or B.D.S.) contact officers listed as appropriate.
