?.TEXT OF PROPOSED REPLY I S AS FOLLOWS:
SOVIET ALLEGATIONS THAT NETHERLANDS GOVT HAD AGREED TO STOCK CERTAIN
ARMS ON THEIR TERRITORY UNDER FOREIGN PRESSURE ARE BOTH MISLEADING
AND INCORRECT,
ATTENTION OF SOVIET GOVT WILL BE DRAWN TO COMMUNIQUE ISSUED BY NATO
HEADS OF GOVT IN DEC 1 9 57 AND WHICH STATED THAT THEY WERE RESOLVED
TO ACHIEVE THE MOST EFFECTIVE PATTERN OF NATO MILITARY DEFENSIVE
STRENGTH,TAKING INTO ACCOUNT THE MOST RECENT DEVELOPMENTS IN WEAPONS
AND TECHNIQUES. TO THIS END IT WAS DECIDED TO ESTABLISH STOCKS OF
NUCLEAR WARHEADS WHICH WOULD BE READILY AVAILABLE FOR THE DEFENCE OF
THE ALLIANCE IN CASE OF NEED.
THIS DECISION WAS TAKEN IN CONNECTION WITH THE FACT,STATED IN THE
COMMUNIQUE,THAT SOVIET GOVT HAD INTRODUCED THE MOST MODERN AND DESTRUCTIVE WEAPONS IN THEIR ARMED FORCES.THIS FACT HAS SINCE BEEN REPEATEDLY CONFIRMED BY HIGH SOVIET OFFICIALS.MEASURES TAKEN SINCE
1957 BY NORTHATLANTIC COUNTRIES ARE A LOGICAL RESULT OF THEIR AGREED
POLICY WHICH,IN CONFORMITY WITH THE EXCLUSIVELY DEFENSIVE CHARACTER
OF THE NORTHATLANTIC TREATY,AIMS AT INCREASING THE SECURITY OF THE
ALLIES.
NETHERLANDS HAVE THE SOVEREIGN' RIGHT AND RESPONSIBILITY TO TAKE THE
MEASURES WHICH THEY DEEM NECESSARY IN THE INTEREST OF THEIR SECURITY
