In respect of the first point we will
be sending to your office under separate cover a
memorandum setting out our understanding of the
present NATO and French positions in respect of
IRBM's, tactical nuclear weapons and the storage
of nuolear weapons. It would he very much appreciated if you were able to provide us with your
comments on this paper which, if summarised, might
be used to explain the present French position on
the storage of nucluar weapons in better perspective
for the Prime Minister's information.

While the French stand raises the wider
and more complex issue of the relationship of the
Council to SACEUR in these matters, I am Inclined
to think we should give priority to the main points
I have mentioned above. However* you may find of
interest in this respect the attached telegram No.
1106 of June 2 from Mr. Leger.

in Washington that thia question h: s not become

that this development lends greater urgency to our
consideration of the problem.
