to you a copy of a letter dated August 11, 1953 from
the Department of National Defence concerning a contemplated visit to Cherbourg, France by HMCS "Magnificent
I now attach a copy of a letter dated September 14, 1953 from the Department of National Defence
with its appendices giving (a) the tentative programme
for ships employed on "Mariner” and (b) particulars of
the ships.
You will note that the visit to Cherbourg
by HMCS "Magnificent” is no longer planned and that
the tentative programme in connection with Exercise
"Mariner" is being arranged by Local Notification
Procedure. Your Naval Attache may already be aware
of this.

connection with the exercise is being arranged by Local
Notification Procedure and is attached as Appendix "A”.
Particulars of the ships are given in Appendix "B".
The contemplated visit of HMCS "MAGNIFICENT"
to Cherbourg, France, of which you were advised in my
letter NSS 1650-26 Vol. 9 (Staff) dated 11 August, 1953,
is no longer planned.

Atomic weapons for the defence of Western Europe
In case word has not reached you from other sources,
we wish to report that the United States representative
informed the Council in secret session on September 10
that an announcement on this subject will be made in
Washington on September 15. It will indicate that certain
"280 u. artillery battalions of multi-purpose capability"
will shortly be assigned to Saceur, the first battalion
arriving in about six weeks.
2, Hughes emphasized that no undue publicity will
be given to this announcement, which will be treated as a
natural step in the development of western defences against
a potential enemy known to possess atomic weapons. Every
effort will be made to avoid the impression that there is
any special military or political significance. Hughes
stated that his government wished to make clear to the .
Council that these units were not specifically earmarked
for the support of United States forces, and were being
allocated to Saceur for assignment in accordance with the
best interests of the western defence build-up as a whole.
3. Ismay followed this announcement with a reference
to "Operation Montecarlo", a forthcoming exercise to be held
in Western Germanta in which atomic warfare conditions will
be simulated. At'the suggestion of Marshal Juin, the
standing group (on condition that th© matter "be handled
discreetly") had approved the idea of inviting three senior
German officers to attend as observers.

The following release for P.Mo newspapers of
August 31 from NATO’s SACIANT regarding protection of sea
lines of communications may be used by you in publicizing
reports concerning the visit to New York of HMCS Magnificent,
and Quebec0

An antisubmarine force consisting of carriers and
escort vessels in conjunction with land based maritime
aircraft will be employed for the protection of sea lines
of communications during exercise mariner.

A major emphasis in this phase of the exercise lies
in the widespread use of patrol and attack aircraft in
searching out and destroying enemy submarine and surface
raiders o
For the first time in a NATO exercise a squadron
of RAF maritime aircraft will operate from a base in the
United States in exchange for a USN patrol squadron
operating from the United Kingdom. In addition an RCAF
maritime squadron will operate first from a base in Canada
and during the exercise will transfer its scene of
operations to a United Kingdom base.
Operating in close cooperation with surface units
of the blue force the patrol and attack planes will test
recent developments in antisubmarine warfare.
Among units taking part in this phase of mariner
will be fleet type carriers CMM including the Canadian
carrier Magnificent which will function as antisubmarine
support carriero The Royal Nevy carrier Illustrious will
act as convoy support carrier providing close air cover
for ocean convoys.
Within th® hunterkiller group the United States
escort carrier Siboney operating as a unit with hunterkiller

information concerning the above exercises*

During the late summer of 1952, it was decided
to hold an exercise in October, 1952 to give practice
to SHAPE staff divisions and all associated SHAPE
agencies in handling problems of the type likely to
be met during the emergency transition from peace to
war. Some valuable lessons were learned from TRYOUT
One and a second exercise was undertaken from June 18
to June 25, 1953 inclusive.
TRYOUT Two was in many ways a repetition of
the first exercise. Fictitious intelligence concerning the situation in Yugoslavia and Albania
reported border incidents of increasing seriousness.
Unrest spread, the Balkan countries were reported
to have begun mobilization, and a ’’simple alert” was
declared in Allied Command, Southern Europe. SHAPE,
was then put on a 24-hour alert basis with each
section having personnel on duty at all times.

increased Soviet air activity in the north. Eventually a ’’reinforced alert” was declared, SHAPE
worked around the clock and a warning notice was
issued that Headquarters might have to be evacuated .

On June 24 the Headquarters was divided
5*
into two sections - a Main Headquarters and a
Rear Headquarters -- and perated in this fashion
for 24 hours until the exercise ended. It was
originally planned that National Military Representatives should remain at Read Headquarters when
SACEUR and his operational staff moved to their
Main Headquarters. During this critical period,
however, the need for close contact between SACEUR
and Ministries of Defence is more imperative than
ever and consideration is now being given to the
National Military Representative of each country
moving to the Main Headquarters with SACEUR. Their
offices and organizations would probably still
remain at Rear Headquarters.
The division of Headquarters into a main

and a rear element did not work too efficiently
and some doubt exists as to its value. The
evacuation of dependents of Headquarters personnel,
a problem which was inadequately managed during
the first exercise, was given thorough consideration.
It is now held that SACEUR must control and arrange
for the evacuation of dependents from the Paris
area, including arrangements at the place to which
the dependents would be moved*

The exercise seemed to show that during
an emergency the relationship between SACEUR, the
Standing Group and the permanent NATO council
still needs improvement. National Defence have
now written to CJS, London asking for suggestions
concerning the following problems raised by the
National Military Representatives.

Channel of Communications
Once an alert is called it will be difficult,
if not impossible, to use the Canadian
circuit through the Canadian Embassy. Consideration should be given to utilizing the
SHAPE communications facilities*

Evacuation of Dependents
No policy statement has ever been received
from Canada on this subject. In the
absence of such a statement, this office
will continue to ‘liaise" with the U.S.,
National Military Representatives and the
Canadian Embassy with the object of
evacuating Canadian dependents along the
U.S. line of communications.
(c)
Postal Censorship
Although this is not a completely new
problem, it does pose the question as to
what Canadian policy should be on this
subject.

Personal Fild Equipment
This equipment has not been issued to
Canadian personnel at SHAPE or AAFCE,
The problem lies in finding adequate
storage for small arms, gas equipment, etc
and in periodic maintenance.

Dear Mr. Davis:
It has just been brought to the attention
of this HQs that aircraft of 1 Air Division, RCAF,
crossed the Czechoslovakian border at 1340Z on the 29
July 53 without incident in the area north east of
Holzhausen, Germany (51 23‘ N - 0931 E).
While participating in Exercise Coronet,
four aircraft of 413 Squadron, 3 Fighter Wing, Zweibrucken, were scrambled by the American Mobile Control
Centre to intercept an unidentified radar plot. These
aircraft were kept under close control by the USAF
radar site at Holzhausen, but due to radar fade their
position was temporarily lost and when next located
they were found to be approximately 30 miles east of
the Czechoslovakian border. Immediate recall instructions were given and the aircraft returned to base
without further incident.
Due to lack of control capability, operational
control of RCAF aircraft must be passed to either the
French or American Radar Systems for ground controlled
interceptions.
Because of the complexity of occupational and
non-occupational responsibilities, a firm understanding
has been reached with the American and French authorities,
that RCAF aircraft are not to be used to intercept for
identification purposes over occupied Germany. This
incident is a breach of this agreement and is being
brought to the attention of the United States 12th Air
Force Commander through the Commanding General of 4th
ATAF.
This is passed to you for information and
it is not anticipated that there will be any repercussions. Since the Russians did not intercept our
aircraft it is felt that they will be unable to identify
a radar plot as being RCAF aircraft.

dated 7 Jul 52.

Attached are ten (10) copies of S*G. 195/1 dated 6 Aug 53,
a paper by the Logistic and Materiel Planners, concluding that
national views on the implementation of an,overall plan for
/
refueling NATO vessels participating in exercises are so divergent
that it is improbable that such a plan could be readily devised.

The paper further concludes that nations should be invited to
arrange bilateral agrecments where necessary to ensure necessary
refueling during NATO exercises.

This has not yet been considered by the Standing Group,
but Military Representatives have been asked for approval or
comments. Please forward Canadian comments by 20 Aug 53.

At the conclusion of Exercise MARINER,
a large scale NATO Exercise, an informal visit is
contemplated to Cherbourg, Erance, by HMCS "MAGNIFICENT"
from Monday 5 October to Saturday 10 October. After
this visit, it is planned that the ship will sail for
further exercises off Londonderry, Northern Ireland.
Arrangements are being made accordingly, with United
Kingdom authorities through Naval channels, for the
Londonderry exercises.
It is emphasized that the planning for the
visit to Cherbourg is not firm at present, but this
advance notice is forwarded for your preliminary information. You will be further informed as soon as firm
plans are made.

Defence Liaison (1),
Forces of nine NATO members will
take part in Exercise "Mariner" from September 16 to
October 4.
This exercise, the first to be sponsored
jointly by the Horti Atlentio, Chennel, and European
Commendz of NATO, will emphasize protection of see
lines of communication.
Exereise "Veriner" will be
conducted within su ares bounded by Greenland, Forway,
Portugel and the southern United States.
Ceceral

United Kingdom and the United St tee. These ships,
having essombled in the waters about Ieelend, will
operate scuthward and eastward toward the United Kingdom*
Canadian ships will also take pert in that portion of
the exercise concerned with souvey protection between
Norfolk, Virginia and Gibraltar. Canadian maritime
airerart will be engaged in eonjunction with the overall
