The People of East Tim or have exercised their right to self-determination.
The outstanding turnout of the ballot demonstrated the determination and courage of the
People of East limor which fed and nurtured their Resistance against the occupation for
over 23 years of our Motherland and, the right to achieve Freedom and build the Timorese
Nation.

The success of the peaceful holding of the ballot on 30th August proves that the Indonesian
military and security forces are able to control the situation in East Tunor when there is
political will to do so. The mounting international pressure on the Indonesian government
and military and the very significant presence of independent international obervers ensured
and guaranteed that political will from the Indonesian authorities.
On behalf of the People of East Timar. and on my own behalf, I express our heartfelt
gratitude to your Government. to the diplomatic corps of Canada and to your self,
Excellency. for the unwavering support rendered to ensure the holding of the Popular
Consultation in East Timor.
One of the major landmarks of the East limorese political process - the ballot - has been
achieved. This is a victory which the People of East 1imor is proud to share with the
international community. However, other landmarks are still to be reached. namely flVing
through the coming days until the ballot results are announced and the period leading up to
the MPR session.
The lack of security conditions in the territory was directiy experienced by many International
institutions. Government. international NGO representatives and journalists who wera
present in East Timor during the days that preceeded the ballot and immediately after it.
I urge your Government to step up the present level of pressure on Indonesia and assist the
Indonesian Government and military authorities in. understanding the need to deploy a
subslanlial international presence in Cast Timor, in the form of an International Force

The spirit underlying the 5tt1 of May New York Agreement clearty notes and reafirms the
illegal nature of Indonesia's occupation and aMexation of East Ttmor.

We recognise, however, that compromise is part and parcel of any negotiating process and
one can hardly expect to achieve all of one's objectives. Notwithstanding, the Agreement
does invoke all past UN Resolutions on East Timor and recalls principles of f ntemational
Law which reject Indonesia's claimed sovereignty over East Timor. We are now witnessing
Indonesia's attempt to refuse the deployment of an international force in East Timar before
the next MPR's session. daiming that it would be in contravention of its "sovereignty".
J wish to draw your attention to the fact that from the moment The People of East Timar
voiced their will to the holding of the MPR session in two or three months' time Indonesia's
"sovereignty'" over East Timer is a domestic affair of Indonesia. Just as the delayed
recognition by The Netherlands of Indonesia's proclamation of independence was.
The International Community has the right to jointfy offer an altemative solution to
Indonesia's obvious inability or unwillingness to guarantee security conditions in East Timor.
It is legitimate to do so and can be implemented in a way that may help (ndonesia through
the most embarrassing moment of its recent history.

The international community has stood firmly by its stance to demand the holding of a free
and fair ballot in East Timor. The holding of the ballot is a success of all the peace-roving
and democratic people throughout the world. Now it is necessary to ensure that vote
counting and the announcement of the outcome occur in a climate of tolerance and respect
for the will expressed by the People of East Ttmor and that the period of transition leading up
to the MPR session is one of compliance. by Indonesia, of all the international commitments
is has accepted to be entrusted with.

queries you may have at this important stage of East Timor's political process.
