As you will see, the note is designed to establish
two principles
regarding congressional
investigations
into
alleged subversive end espionage activities:

(i)

that congressional
committees ere not
an appropriate forum for the conduct
of such investigations
into activities
in Canada, or by Canadian citizens;

(ii)

.that any evidence which does come to
light on these.matters
in the course
of investigation
by congressional
committees should be passed on to the
Canadian Government to follow up.

However, this general approach makes almost inevitable

arrangements between the Royal Canadian Mounted Police and
The Federal Bureau of Investigation.
I believe these have
hitherto never been publicly mentioned.
In any case, you
might wish the text of the note to be discussed with the
Royal Canadian Mounted Police, and with Mr. Garson, before
transmission.
