If this Is approved I have suggested thet a small
committee should be set up to go Into the setter of a
/ernment communications system to provide for the handling
of all government traffic in Canada and from Canada to the
United Kingdom* It is my belief that the present military
facilities alonp with Hydra can provide this service without
say increase In personnel or cost.
I feel very strongly that this transmitter should
be purchased this year when funds are available and therefore there will be no chance of a leak in security. Tf this
purchase is postponed to a later date it may be very dif
cult to hide an item of $800,000.00 in our signals estimates,
especially when this
. item will be on the increase for
the next two years. I would also suggest that considerstion
should be given at this same small meetinr for the question
of the estimates tc

Items can be hidden In t e general signal vote there may be
difficulty In continuing the security of this setter.

have made no provision in their estimates for their
part of the programme and have been relying on External
Affairs to cover this item.
