DEFINITION OF STUDIES
Study No. 1 - Vital Centers
A determination of what centers are essential to Canada's war economy
in order of essentiality.
A "center" is defined as an area such as a city or an isolated location
or point encompassing important industrial, administrative, population or
military targets.

A series of studies of individual complexes essential to the nation's
war economy, e.g., steel, electric power, transportation, (administration,
population) etc., showing the disposition and importance of the important
elements of the complexes.

Each of these studies to show the effect of the disruption of the important element (s) of each complex on the complex as a whole and a determination
of what degree of destruction would be critical to the industry, etc.
As a second phase to this study - a study of the effect of critcal (?)
disruption of each complex on the war economy of the nation and a determination
of the critical point, .
Study No. 3 - Physical Characteristics

to assist in the determination of the effect of the A-bomb on them.

suitability to A-bomb attack.

A study of the critcal number of bombs (i.e., numbers which would
critically reduce Canada's ability to wage war) for various combinations
of suitable targets.
This study to include an estimate of the effect of 1 bomb, 2 bombs, 3
bombs, etc., until the critical point is reached. (Some other criterion
might be used).

The Chairman, on behalf of the Canadian group,
welcomed the o f f i c i a l s of the United S t a t e s Government
from Washington and the United S t a t e s Embassy in Ottawa,
and said t h a t the Canadian r e p r e s e n t a t i v e s were pleased to
have t h i s opportunity to discuss sources of s t r a t e g i c
material in Canada, of i n t e r e s t to the United S t a t e s , and
the measures in e f f e c t to p r o t e c t them* He thought t h a t
the best method of dealing with t h i s subject would be for
the Canadian r e p r e s e n t a t i v e s to reply to any e n q u i r i e s
which the United S t a t e s delegation might have,

Mr. Brodie said t h a t his government was of
the opinion t h a t the p o s s i b i l i t y of concerted sabotage had
g r e a t l y increased since the l a s t war and t h a t Allied sources
of s t r a t e g i c material probably would be primary t a r g e t s for
enemy saboteurs In the event of any new h o s t i l i t i e s .

"national s e c u r i t y of the United States required therefore
t h a t a l l possible measures be taken to f o r e s t a l l any such
e f f o r t s so as to safeguard the flow of s t r a t e g i c material s
to the United S t a t es and i t s A l l i e s in time of c r i s i s or
war. Agencies of the United States Government responsible
for defence programmes have compiled a l i s t of c r i t i c a l
materials coming from foreign sources and have requested
the Department of State to obtain information on p r o t e c t i v e
measures now in e f f e c t or"contemplated at the f a c i l i t i e s
producing these m a t e r i a l s .
Where such protectiv e measures
were considered inadequate, the Department had been requested
to seek the cooperation of the foreign supplier to i n s t i tute corrective measures.
As a r e s u l t of the Department
of S t a t e ' s a c t i v i t i e s some foreign governments, with l i t t l e
experience in these matters, had requested the a s s i s t a n c e
of the United States Government to survey the i n s t a l l a t i o n s
in question and to recommend measures for t h e i r p r o t e c t i o n ,
. Other governments preferred informative discussions and
exchange of information on the s u b j e c t . In the case of
Canada, the United S t a t e s Government was p a r t i c u l a r l y
i n t e r e s t e d in protectiv e measures a t f a c i l i t i e s supplying
or r e f i n i n g nickel and platinum.

Mr. Craig pointed out that the United S t a t e s
Government wished to know in a general way if the Canadian
a u t h o r i t i e s had assessed the v u l n e r a b i l i t y to sabotage of
the v i t a l n i c k e l and platinum i n d u s t r i e s and i f they were
taking steps to protec t them a t the present time or i n the
event of h o s t i l i t i e s . There was no i n t e n t i o n to seek
d e t a i l e d information on the matter, although any p a r t i c u l a r s
which might be volunteered would be "appreciated. In h i s
opinion, the Canadian and American p o l i c i e s on anti-sabotage
measures and t h e i r methods of p r o t e c t i o n were comparable, if
not i d e n t i c a l . He was confident that the guarding arrangements
which were planned or in e f f e c t a t the i n s t a l l a t i o n s i n
question were in line with those the United States, would t a k e,

Inspector Dick said that the I n t e r n a t i o n a l Nickel
Company was the main Canadian producer of both n i c k e l and
platinum. The Company's p r i n c i p a l mines in Canada were the
Frood, Creighton, Garson and Levack Mines, a l l of which were
in the Sudbury Basin. The Company had n i c k e l smelters at
Copper Cliff and Coniston, and a n i c k e l r e f i n e r y a t Port
Colbourne. I t s production of platinum was s o l e l y in the
form of c o n c e n t r a t e s, approximately one-third of which was
being exported to the United S t a t e s . I t s production of
nickel represented some 90$ of the world supply.
Within tho l a s t two y e a r s , the R.C.M. Police
had completed a survey of the mines in the Sudbury area,
the smelters a t Copper Cliff and Coniston, the r e f i n e r y a t
Port Colbourne, as also the e s s e n t i a l f a c i l i t i e s — i . e . ,
hydro generating s t a t i o n s , water s u p p l i e s , e t c . , serving
these i n s t a l l a t i o n s . The v u l n e r a b i l i t y to i n t e r n a l and
e x t e r n a l sabotage was assessed and recommendations r e g a r d i n g
adequate p r o t e c t i o n submitted to the management of the
I n t e r n a t i o n a l Nickel Company, Protective measures then in
effeot were considered adequate under e x i s t i n g conditions and
measures recommended for'wartime were favourably received
by the Company o f f i c i a l s . The Company was f u l l y aware of
the requirement for p r o t e c t i ve measures against sabotage,
and, with the assistance of the R.C.M. P o l i c e , was planning
emergency steps to be taken with r e s p e c t to any subversive
elements which might be employed on the outbreak of hostilities.

The Chairman asked if the United S t a t e s

a t v i t a l United S t a t e s i n s t a l l a t i o n s .

Mr. Crai^ said that many companies had found
i t highly desirable to appoint a qualified expert to take
charge of a l l protective arrangements a t a p a r t i c u l a r
i n s t a l l a t i o n . Experience had also proven that i t was of
considerable a s s i s t a n c e to form an advisory council at oach
p l a n t , with a membership including plant supervisory
personnel, r e p r e s e n t a t i v e s of the local c i v i l p o l i c e , l o c a l
FBI agents and the s e c u r i t y heads of adjacent i n d u s t r i a l
f a c i l i t i e s . I t was important for top management to know as
much as possible about t h e i r employees and the p r a c t i c e was
to prepare, if f e a s i b l e , a d e t a i l e d dossier on each one of
them. Vital f a c i l i t i e s and equipment within the grounds of
a plant were, i f p o s s i b l e , located w i t h i n r e s t r i c t e d areas
with only authorized personnel permitted access to them.
With respect to the physical p r o t e c t i o n of i n s t a l l a t i o n s ,
the requirements varied . Generally speaking, however, each
v i t a l plant was, where necessary, fenced i n and possibly
f l o o d - l i g h t e d , was guarded by t r a i n e d , armed personnel and
had i n e f f e ct some type of pass system for the i d e n t i f i c a t i o n of employees.

Inspector Dick observed t h a t the U.S. methods
of p r o t e c t i o n appeared to be' p r a c t i c a l l y i d e n t i c a l with
those of Canada. He said t h a t the R.C.M. Police had published and widely c i r c u l a t e d a pamphlet e n t i t l e d "Protection
of Industry in Wartime" which subsequently was found to be
quite simila r to U.S. Department "of Defence pamphlet
"Principles of Plant P r o t e c t i o n " .

The Meeting, a f t e r considerable further
exchange of views on anti-sabotage p r a c t i c e s and a l l i e d
s u b j e c t s , noted t h a t the Canadian a u t h o r i t i e s were of
the opinion t h at the protectiv e measures which were being
taken by the nickel and platinum i n d u s t r i e s in Canada
were adequate under e x i s t i n g c o n d i t i o n s .

The SIXTH Meeting of the Vulnerability Study Panel was held
in Boom 2305, "An Bldg., national Defence Headquarters at 1000 hours,
Tuesday, 15 £&amp;y 51.

The Chairman reviewed the decision of the FIFTH meeting in regard to obtaining the services of a civilian contractor to conduct the
physioal characteristics studies of Canadla.n cities. He explained that
shortly after this meeting the Manial of Civil Defenoe, Whioh contained
the necessary instructions for compilation of this data, had been approved and forwarded to ths cities, and in view of this lt had been
agreed with the Civil Defenoe Co-ordinator not to proceed, for the time
being, with the plan to engage a civilian contractor. The Chairman
stated that no report on progress had as yet been made and invited the
Civil Defence Co-ordinator to outline the present status of the physioal
characteristics study.

The Civil Defenoe Co-ordinator informed the meeting that the
rehired studies had been completed by three of the oities, namely,
Ottawa, Victoria and Halifax, but that full co-operation was not being
given by the other cities and the studies wore proceeding very slowly
or not at all.

The Chairman then pointed out that of the three studies undertaken by the panel, i.e., Complexes and Vital Centres, Effects of the
Atom Bomb, and Physioal Characteristics of Major Cities, the first two
had been completed for soma time, while the lack of progress on the
physical eharaoteristlos study made it impossible for the panel to combine these separate studies in order to produce the conclusions required
by JIB, CDC, and othor Government agencies. He requested, therefore,
that tha Panel re-affirm or otherwise the necessity of securing the
specified data from all the cities listed in the physioal characteristics
plan.

After discussion it was agreed that data from all tho oities
originally listed was essential to a complete picture of Canadian vulnerability, and that the contents of the physical characteristics study
should be largely as originally planned. The Chairman proposed, therefore, that as it appeared very doubtful that satisfactory results oould
be obtained through the efforts of the cities concerned, the postponed
plan of engaging a civilian contractor should now be proceeded with. .
The Panel agreed that this appeared to be the only possible solution.
In this connection the Chairman reviewed for tho meeting the following
decision of the Chiefs of Staff Committee taken at the 476th Meeting

dates when further information oould be supplied through the medium
of the civilian contractor*
