DEPARTMENTAL WAR BOOK.
CHAPTER I

-

GENERAL

This Chapter deals with action tbo be taken
by the Cabinet, External Affairs and certain other departments in preparation for a possible emergency and on the
outbreak of war.

PART I
1*

—

PRECAUTIONARY STAGE

The Secretary of State for External Affairs will

report to the Cabinet from time to time on the international
situation, particularly with regard to developments creating
a condition of emergency which affects Canada, or which
involves a threat to the peace.. *1.

On Cabinet decision

that particular measures of an emergency character should
be taken:
(a) The Secretary to the Cabinet will arrange with depart. ments concerned for the provision

of such submissions or

drafts as may be required and will advise the departments
concerned of the Cabinet decision as to the extent to
which emergency measures will be carried out.
(b) The Chairman of the Committee on the War Book will
convene a meeting of the Committee to examine the
existing plans for an emergency, as set out in the
Government War Book.
2.

The Cabinet may decide that the threat of war is

so imminent as to warrant the institution of a state of
readiness.

When a state of readiness is institutes.:

(a)

The Secretary to the Cabinet will inform all
government departments and will instruct them to
take action on all approved measures (short of
those dependent on the War Measures Act).

(b)

The Clerk of the Privy Council will submit for
signature by appropriate Ministers and for consideration
by the Governor in Council, all draft submissions
not dependent on the War Measures Act that are appended
to the War Book, and will inform departments concerned
when these have been approved.

3.

The Cabinet may decide that a national emergency"

should be proclaimed and that the provisions of the War
Measures Act be put into effect.
(a)

Upon such decision:

The Clerk of the Privy Council will arrange (in
consultation with JUSTICE) for submissions to the
Governor in Council invoking the War Measures Act
and putting into effect the Defence of Canada Regulations ,

(b)

The Clerk of the Privy Council will, upon the Governor
in Council approving:
(i)

inform all government departments that the
War* Measures Act is in effect and that they
should take the steps required in the Government
War Bookj and

(ii)

arrange with the Secretary of State for the
publication of the Proclamation In the CANADA
GAZETTE; and

(c) THE CLERK OF THE PRIVY COUNCIL will submit, for
signature by appropriate Ministers and for the
consideration of the Governor in Council, all
draft submissions, including those dependent on
the War Measures Act, that are appended to the
Government War Book and, upon receiving such approval,
shall inform government departments concerned that
the Orders in Council had been passed.
(d) THE SECRETARY TO THE CABINET will seek instructions
from the Prime Minister:
(i)

as to whether the standard practices for
meetings of Cabinet and Special Committee of
Council, the preparation of agenda, the
circulation of documents, the submission of
draft Orders and the communication of decisions
will be followed.

to this

Chapter outlines the practices now in use;
(ii)

as to the degree of circulation of Cabinet
conclusions.

as to the attendance of the Chiefs of Staff at
Cabinet War Committee (or Cabinet) meetings and

(e) THE SECRETARY TO THE CABINET will submit to the Prime
Minister, tot

for:
(i)

closer, integration of the Joint Staff with the
Cabinet Secretariat (particularly the Defence
Section thereof).

ensuring that the Cabinet War Committee
(or Cabinet) are kept up to date on the
progress of military operations. Suggested
proposals are outlined in Appendix _______ to
this Chapter.

(f)

THE SECRETARY TO THE CABINET will submit, for
consideration by the Prime Minister, proposals for
Privy Council Office emergency measures as set out
in Appendix

to this Chapter and, after decision,

w i l l put these into e f f e c t to the e x t e n t approved.

4.

THE CABINET will decide whether Cabinet Committees

should be recognized on a war basis.
(a)

THE SECRETARY TO THE CABINET will submit proposals
for the consideration of the Prime Minister.
Appendix ________ to this chapter suggests certain
Cabinet Committees along with their terms of reference.

5.

THE CABINET will decide whether new departments

should be established, certain departmental functions reallocated for war purposes and arrangements made for the
suspension of non-essential government activities and consequent reduction or elimination of personnel requirements.
(a)

THE SECRETARY TO THE CABINET will, (i)

as Chairman of the Committee on the War Book,
submit proposals with regard to new departments
and to the re-allocation of functions consideration to be given to forming a Department of Munitiof*3-"tffl-d«-g**ffp,3ry and a Department of
Prices and Civilian Supply.

will submit to the Prime Minister proposals
for liaison between new departments and the
Privy Council Office, as included in Appendix
to this Chapter.

THE CABINET will decide whether certain departments

should be classified as war departments for purposes of
obtaining priorities in staff, office accommodation and

equipment:

(a) THE SECRETARY TO THE CABINET will submit proposals as
to which departments should be classified as war
departments.

These proposals will be dependent upon

any arrangements made by the Civil Service Commission
and the Department of Public Works for staff and accommodation.
7.

THE CABINET will decide whether additional safeguards

for the security of information should be instituted:
(a)

THE SECRETARY TO THE CABINET, as Chairman of the
Security Panel, will:
(i)

submit a draft directive for circulation under
Cabinet authority to departments and agencies;

(ii)

submit proposals for reconstitution on a wartime
basis;

(iii) submit recommendations as to what special precautions should be taken on such matters as
courier services (transfer of responsibilities
re censorship policy to an Interdepartmental
Committee) and preparations for port security;
(b)

THE SECRETARY TO THE CABINET will decide what additional
security measures should be put into effect in the
Privy Council Office — Appendix

to this Chapter.

CABINET will decide whether provincial governments

should be informed of the degree of emergency.

a copy of such notification to the Deputy Minister of

PART II
Emergency or-War Stage
1.

Upon proclamation that a national emergency exists

and that the provisions of the War Measures Act are operative,
THE CABINET will decide whether there should be a proclamation
declaring that a state of war exists with any State or States •
(a) THE CLERK OF THE PRIVY COUNCIL will inform all government departments on the issuance of such a proclamation.
(b) THE SECRETARY TO THE CABINET will:
(1)

forward a resolution respecting the proclamation
to the Clerk of the House of Commons and the
Clerk of the Senate for intruduction into
Parliament;

(ii)

seek approval of any measures in Part I pertaining
to the Privy Council Office not already settled
and put them into effect.

APPENDIX
The Normal Procedures for Conduct of Cabinet
and Privy Council Business

CABINET
(a)

Meetings of Cabinet will be called by the Secretary
to the Cabinet on instructions from the Prime
Minister.

Normally, there will' be one regular

meeting a week, for which an agenda with supporting
documents will be circulated in advance. Agenda and
documents for additional meetings may be set out as
the Prime Minister directs.
(b)

Supporting documents will be obtained by the Secretary
from departments concerned or prepared, under his

'

direction, in the Privy Council Office.
•(c)

Ministers will be informed of decisions, either
through circulation of Cabinet Conclusions with a
covering note, or by letter. Where appropriate,
copies of this note or letter may be sent to Deputy
Heads and, in some cases, Heads of agencies.

(a)

Meetings of the Special Committee of Council will be

CIRCULATION OF CONCLUSIONS

In connection with advice to Ministers as to
Cabinet decisions on implementation of measures in
the War Book, the Secretary to the Cabinet will seek
instructions from the Prime Minister as to whether
Cabinet Conclusions and Cabinet War Committee minutes
shall be given a full, a limited, or no circulation.
If the circulation is to be limited, the Prime Minister
will designate the receiving Ministers.

1.

THE SECRETARY TO THE CABINET will submit to the

Prime Minister, for consideration and direction, proposals
for ensuring that the Cabinet War Committee (or Cabinet)
are kept up to date on the progress of military operations:
These proposalswould include:
1.

Preparation of regular daily resumes of
operational intelligence, for circulation by
the Secretary to the Cabinet.

2.

Provision and maintenance of maps and plans on
which the disposition of military forces will be
indicated and which can be displayed periodically
to the Cabinet War Committee (or Cabinet) or in
a place readily accessible to these bodies.
Decision will be required as to whether this work

shall be organized through (a)

a staff attached to the Cabinet Secretariat and a
War Room set up in the East Block.

(b)

the existing facilities of the J.I.S. and J.P.S; or

(c)

other means.
If the facilities of the J.I.S and J.P.S. are

to be employed, decision will be sought as to whether these
bodies should be physically associated with the Cabinet
Secretariat or remain in their existing location.

NB. It would be furtheer proposed that the
facilities be provided by the C.J.S. Secretariat, details to be worked out accordingly.

JOINT STAFF LIAISON

1.

THE SECRETARY TO THE CABINET will submit to the

Prime Minister, for consideration and direction, proposals
for closer integration of the Joint Staff with the Cabinet
Secretariat.

Before planning can proceed, decision will

be required as to which of the following alternatives would
be agreeable:
(a) the Joint Staff to be physically moved to the East
Block and housed in proximity to the Defence Section
of the Cabinet Secretariat;
(b) adequate personnel to be seconded from the Joint Staff
to augment the Defence Section for maintenance of
constant liaison;
(c) the Defence Section of the Cabinet Secretariat to be
moved physically to a location contiguous to the Joint
Staff; or
(d) adequate personnel from the Defence Section be seconded
to the Joint Staff to maintain constant liaison.

This Chapter deals with action to be taken by
the Minister of Justice in regard to the protection of
vital points.

The problem has three phases —

the

determination of vital points; assessment as to their
vulnerability to air attack or sabotage; and arrangements
for their protection.

The authority for special protective

measures is to be found in the Defence of Canada Regulations.
1.

THE MINISTER OF JUSTICE, on the advice of the

Committee on Vital Points, will recommend a shoane

for the

protection of vital points and, on decision being taken,
will arrange for the scheme to be put into effect.
(a) THE COMMITTEE ON VITAL POINTS will have ready a list
of vital points, an assessment of their vulnerability
and a proposed scheme for their protection.
(b) THE COMMITTEE ON VITAL POINTS will ensure that the
relevant sections of the Defence of Canada Regulations
cover requirements.

CHAPTER IV - CIVIL DEFENCE
PART I —

This Chapter deals with action to be taken by the
Minister of National Health and Welfare to make provision
for Civil Defence measures that should be taken by or on
behalf of the civilian population in the event of enemy
attack.

the Ministers of National Defence, Transport, External
Affairs and National Revenue (Customs), regarding the
treatment of enemy shipping and aircraft,
(1) Upon proclamation that a national emergency exists,

submission to the Governor in Council re the seizure
of enemy ships and aircraft
(a) THE CLERK OF THE PRIVY COUNCIL will inform
External Affairs, National Revenue, National Defence
and Transport when the Defence of Canada Regulations have been passed and the Order in Council
issued.
