.military personnel prior to proceeding-to Indo China, on the object and aims
of the intelligence collection programme in Indo China. As a rule, this

an advantage to brief officers from your Department,; particularly those who
will occupy senior positions, prior to their proceeding abroad? This would

NATO Multilateral Force (MLF)
In connection with the attached memorandum
dated July 29, 1963, it should be noted for the
record that I discussed this question with CCOS
by telephone on July 29. His judgement, which
paralleled the recommendations made by this Department, was that the reply to Washington should
reiterate the position taken by the Prime Minister
that Canada would not be an initial participant
in the MLF, a concept primarily designed for
European participation and to satisfy an American
political objective vis-a-vis Europe. For these
reasons,Canada would not be anxious to send even an observor, but would appreciate being kept informed.
CCOS also made the point that these initial discussions were, by American definition, confined to
those a.cti vely interested in being charter members
of a multilateral force, which seemed to rule out
Canadian participation in the light of the Prime
Minister's several statements.
