Subsequent to receipt of your letter interdepartmental
discussion* and exchanges of proposed drafts occurred, and it le my
understanding that you have given your approval t o the latest draft and
forwarded it to the Prime Minister for hia concurrence. A copy of
thia latest draft hae been made available to my department.

Since nuclear weapons began to be made available for air
defence a few years ago, there hae been a steady reduction in the
numbers of Interceptors of various types programmed for the air
defence forces of the United States and Canada. You will r e c a l l , for
example, the very large cut-back effected last year by the United .-Sates

I - CF-10- air defence interceptors with only 66 CF*-1C1 Interceptors which nun b«r resulted purely fron- availability and la abort of operational
requirements. These reductions are to only a sn all extent justified by a
decreaee In the estimated bomber threet. The real Justification s t e m s from
the equipping of these various weapons with nuclear armament. Without
such armament, the combined strength of the United States and Canadian
air defence forces would be woefully Inadequate, re suit tag la an obvious
and serious gap In our deterrent posture.

to destroy not only the bomber but a l s o the bombs tt Is carrying, with only

be over C median territory and le the general vicinity of our most populated
a r e a s , and that any bombs these aircraft carried which were not destroyed
by the air defence weapons would most likely produce a full-scale ground
level nuclear detonation, the desirability of employing nuclear weapons on
our Interceptors Is, It s e e m s to n o , most obvious.
One additional point that ahould be considered le that these
1C1 interceptors were made available to Canada by the United States
for use In our mutual defence, out of and with a resultant reduction in
their owe operational air defence Inventor)-. Before their transfer,
these aircraft were equipped with nuclear weapons aad made a eignlfleaas)
contribution to our mutual defence posture. If we should new limit the
a m an ent of these aircraft to non-nuclear weapons, the result weald be
a significant reduction In NORAD's defence capability.
For th* foregoing reasons I would ask that the pre*)need
agreement wtth the United States be expanded to ta-cfanio arrangements
