SUMMARY. The US is preparing for substantial and sustained retribution for the attacks
and are tallying who is with them and who is not. We need to decisively condemn the
terrorist attack at every opportunity; demonstrate now that we stand with the US
(including in the media here); make clear to them and ourselves what we are standing
for; and begin the policy discussion now on what will be the costs (financial and social)
of being inside or outside whatever homeland security wall the Americans call for.
2. REPORT. Ambassador Kergin's message of yesterday (XNGR0258 12SEP01)
addresses the substance of the CPP paper and raises many of the same questions
which we will continue to comment on as the US develops its responses to the terrorist
attack. That message should be read as our response to your paper. We note that it
outlined a number of trends that we need to manage nimbly and decisively. Comments
directly on your paper are provided below.
3. GENERAL. The "war" against terrorism has been proclaimed by the US. Powell has

4. MIDDLE EAST. All the available information points to the attack having been carried
ou by associates of Osama Bin Laden’s Al Qaeda organisation, many of whom are
nominally members of other groups, for example Gamaa Al-lslamiya in Egypt and
Hamas and Islamic Jihad in the Palestinian territories. Emotions and speculations are
running high here within both the hawk and dove communities. Both expect military
force to be used and for it to be a substantial, sustained effort. Ambiguity respecting
terrorists on the part of friendly Arab states will no longer be acceptable.

5. USA/BILATERAL. The prevailing mood here is that its time for people to choose
sides and the Americans are tallying on a wide range of issues - from very welcome
assurances of access to energy supplies from such quarters as Saudi Arabia, and even
Venezuela, to India's strong (albeit opportunistic) statement of support. NATO's Article
V declaration yesterday was important, but bilaterally, Canada needs to continue to state
and demonstrate its clear interest in standing with the US. (We refer you to our
message of yesterday which outlines the important trade, immigration, border, military,
and other considerations on which we need to take a stand quickly).

6. But we should be clear what we are standing for. This is not a clash of civilisations
(if there is one thing that globalisation has achieved it is the participation of most of the
world's population, culture, and value systems into the free-market economy) ; its a fight
against highly organised thugs who have been empowered for too long by money (which
we will have to take action to stem, at some costs to our economies), given refuge by
despotic leaders, and exploited religion beyond recognition. We are for taking decisive
action against those who are clearly identified for having had a hand in the barbaric acts
and those who have harboured them.
7. As we noted yesterday, the immediate and medium-term preoccupation will be the
border. Here we are victims of collateral damage - border closures have already led to
plant shutdowns and loss of jobs and revenue as a consequence. There will be
arguments from the US for tightened visa requirements, closer inspections, and probably
more preclearance overseas. The US will spend more on intelligence and so far all the
implications are that the Administration will want to cooperate with others, including
Canada. We will need to show that we are serious. This will require funding for
intelligence and pre-arrival initiatives such as API and PNR advance passenger
clearance which will impact on Privacy; and funding for joint intelligence centers on the
Immigration and Customs side. We will also require resources for quality assurance
and risk management in our visa offices abroad. Finally we will need to take a closer
look at certain legislative pieces including appeals, as cited by CPP, our refugee
determination procedure and increased use of detention. As you point out, these cannot
remain long-term considerations but need to be deliberated more urgently, as Congress
gears up to do the same. As we confront the questions of increasing security at the
border, we need to make sure that the correct security problem is identified by the

8. CANADIAN MESSAGING IN THE USA. Public opinion is entering a volatile phase.
Americans want answers to the question of who is responsible and how to retaliate and
this has become a preoccupation of US media. Fuelled by re-hashed Ressam case
information from Canadian media, press here is turning to possible "Canadian
connection". Now
is the time to put out quick, decisive messages to key US media on the extensive
network of co-operation that exists between Canadian and US security, immigration,
customs authorities and the ways in which those already strong ties have been further
reinforced since Ressam.
9. GLOBAL MULTILATERAL. We understand that a decision to postpone the World
Bank meetings here at the end of the month is close to being taken, and similar
considerations are underway for the UN General Assembly, (the Special Session on
Children having already been post-cancelled).

The Prime Minister began by noting the dramatic
change in the world environment. He noted wc would have to
wait to see what reaction the Americans had to the tragic
events.of September 11, 2001. The Prime Minister noted the
importance of remaining cool and congratulated his
Ministers for doing their jobs. He indicated that they had
done their job well. He explained that this was not a
Cabinet meeting and that a Cabinet meeting was not called
in order to show that there was no panic, that there were
few Ministers in town, and he did not want this meeting to
become known.
He commented on the need for Ministers to keep
in touch with his office when travelling and to be prudent
in setting their travel plans. He noted that it was a good
thing he had been in Ottawa. lie told his Ministers that he
had been in contact with the Clerk of the Privy Council on
a continuous and regular basis and that he and the Clerk
had been talking to all others. He reiterated the need to
remain calm. He further noted the need to take our time in
determining how to react and what to do. He speculated
that the US would likely inform us of their reaction rather
than consult with us.

The Prime Minister noted that to date there was
no Canadian connection and that there were probably many •
countries where the terrorists had stopped. He noted that
we had voted in NATO to support the US. He also noted that
. the reaction would be ugly. He mentioned that the economy
would change as a result and that it would probably have
declined somewhat anyway. He noted that there would be a
special debate in Parliament on Monday.
The Prime Minister asked his Ministers whether
the government should call for a National Day of Mourning
and have a Ceremony of Three Minutes of Silence on the Hill
on Friday. He noted there would not be long speeches, and
should it be done outside or in the Hall of Honour. There
was a brief discussion of whether the public would show up
or not, and the issue of security was raised.
The Minister of Industry. Mr. Tobin suggested
that a Rabbi, Imam, and Christian cleric could do a prayer.
It was noted that it would be difficult to not leave
someone out if we tried to get all faiths represented and
there would be no assurance of what the clergy would say.
Discussion of whether the steps could be cleared in time
and whether it could be done near the flame.
The Leader of the Government in the House of
Conunons Mr. Boudria suggested Bill Blaikie who is a true
Minister MP. It was not supported.
The Minister of Transoort. Mr. ColJenette
suggested that we should try to get traffic to a stand
still.
The Prime Minister suggested the ceremony could
take place at noon or 1pm. Most Ministers agreed to noon.
The Minister of Foreign Affairs. Mr. Manlev
suggested it be outdoors to be a ceremony of the people.
He noted that Mayor Giuliani had been clear that he was not
going to show fear. He suggested that the Prime Minister
and Ambassador Cellucci would put on a good ceremony.
The Minister of National Defence, Mr. Eaaleton
suggested that the event be outside and perhaps at the War
Memorial. It was pointed out that this was not a ceremony
for war dead but for ordinary people.

The Prime Minister decided to have a simple
ceremony with the Governor General, himself and the US
Ambassador speaking in the presence of the clerics chosen
•from the interfaith council. All the Chief Justices of the
provincial courts would be invited since they happened to
be in Ottawa.

Mr. Tobin suggested that the Prime Minister not
scrum, but rather use the press theatre.
The Prime Minister noted that the Hill would be
reopened today.
The Minister of National Revenue, Mr. Cauchon
noted that he would be doing a press conference at 2 p.m.
that day to discuss the border. Mr. ColleneLte indicated
that most flights were starting to move. There were still
some problems getting them out. He indicated there were
enhanced security measures and that the list of such
measures would, not be released. He noted that Air Canada
financial difficulties would be exacerbated and we would
have to respond.

Mr. Cauchon noted that the US had lifted their
export controls.
The Prime Minister agreed that the Governor
General could acknowledge the prayers, of people of all
faiths and then call for silence.
Mr. Manlev indicated he would call the US
Ambassador.
Mr. Boudria noted the wording of the motion to
be debated and Ministers were all comfortable with it.

The Prime Minister noted that this will not stop
us from governing. He noted that we will have to have to
build confidence in the public. He added that he would not
be cowed by terrorists and that he would be in Kananaskis
for the summit even if ho had to be there alone.

GENERAL INFORMATION

Incident Type: TERRORISM, HUMANITARIAN SUPPORT

Washington, DC (Pentagon Building), New York City (World Trade
Centre), Canadian Airports (several locations)
Brief Description of Events:
History of the Event
• The US closed all airports nation-wide and suspended trading on the New
York Stock Exchange on Tuesday, September 11, 2001 following a series of
coordinated suicide terrorist attacks within the continental United States of
America. All International flights on route to the United States were diverted
to Canada and flights were forced to land at the closest airports throughout
North America.
• At 0845hrs a hijacked aircraft crashed into the north tower of the World Trade
Centre building in New York City. At 0903hrs a second hijacked aircraft
crashed into the south tower. At 0943 a third hijacked plane crashed into the
Pentagon, in Washington DC. Due to extensive damage to the World Trade
Centre, at 1005hrs the south tower collapses. At 1028hrs the north tower
collapses, trapping thousands including rescue personnel. As of 1500hrs,
September 13, unofficial figures show more than 4,700 missing and 97
deaths.

�Day Three Review
• Canadian coverage has shifted from the deadly events in Washington and
New York City to the Canadian response and assistance offered, mainly with
re-routed flights in Canada, as well as the status of alternate methods of
transportation (road and rail). The issue of the economic impact of Tuesday’s
attacks is also being examined.
• Today’s headlines focus on two key points :
• The first is international solidarity with the U.S. against such terrorist
attacks and NATO's Article 5. Canada has pledged its support to the
United States.
• The second is security and intelligence and a possible Canadian
connection. Canadian and U.S. authorities are investigating reports that
some of the presumed perpetrators may have entered the U.S. via
Canada (via land and sea).
OCIPEP Activities
• OCIPEP augmented operations by assigning more staff to its 24/7 coverage
and engaging in interdepartmental consultation with partners such as PCO
and SGC.
• OCIPEP has convened three interdepartmental Coordination Operations
Group (COG). Members of COG supplied updates on departmental activities
and raised concerns and issues.
• OCIPEP asked the COG to provide feedback on domestic and departmental
impacts and resources potentially available for humanitarian assistance to the
US (departmental, provincial and private sector).
• OCIPEP has compiled an inventory of resources available for humanitarian
assistance to the US.
• OCIPEP ADM was in communication with the Federal Emergency
Management Agency (FEMA) concerning assistance requirements and
communicated to FEMA the Office's readiness to provide assistance as
indicated by Ambassador Kergin.
• OCIPEP is maintaining its alert status, coordinating and disseminating
information from various national and international sources, providing
briefings and updates to interdepartmental committees, and providing
information and support to provinces through the Regional Directors.

�Cyber Activity Update

There has been no indication or report to OCIPEP/Critical Cyber
Infrastructure Protection Division of increased malicious cyber activity
directed against Canadian Government networks as a result of the
09/11/2001 terrorist attacks in the United States. Contacts within several
government departments report they are experiencing no suspicious or
increased cyber activity.
The Critical Cyber Infrastructure Protection Division is in a heightened state of
awareness and currently on a 24/7 staff rotation. The Division continues to
monitor Internet security web-sites and newsgroups for any indication of new
cyber threats.

• Trauma and burn care facilities in Canada
• Disaster Assistance Response Team (military medical and engineering
unit of 250 personnel)
• Emergency field hospitals

• Emergency response
• Heavy Urban Search and Rescue equipment and related expertise.
• Air transportation (Airbus, Hercules (C-130) and other).
• Light engineering and logistical support.
• Potable water purification systems.
• Naval vessels (self-supported) with engineering staff and equipment.
• Emergency sleeping equipment (cots and bedding).

• Industry contacts have indicated that production schedules for perishable
products might be slowed due to border crossing delays.

• All mail being delivered by road, delays should be expected.
• All inbound mail from the US will be quarantined for 24 hrs before processing
for safety precautions.

Canadian Nuclear Safety Commission
• Monitoring with US counterpart, no perceived threat.
• Enhanced security mode at nuclear facilities.
Citizenship and Immigration Canada
• All situation centres open in Canada.
• Immigration examinations have been completed for all redirected flights.
• Ongoing work to confirm whether pre-clearance by U.S. Immigration Services
will be required prior to departures to the U.S.
• Total passengers: approximately 43,000 (including 32 requesting refugee
status) on 224 diverted aircraft.
Canadian Mortgage and Housing Corporation
• Monitoring the situation.

• Staff available if requested.
Department of Foreign Affairs and International Trade
• Consular Operations task force manning Operations Center to assist
Canadians stranded abroad.

unaccounted for, of which at least 100 worked in vicinity of the World Trade

British Columbia
• Thirty-four aircraft carrying approximately 6,000 passengers were diverted to
the Vancouver airport.
Yukon
• Two international aircraft were routed through Whitehorse airport.

Alberta
• No problems are reported in Alberta for any re-directed flights coming to
Canada. Two planes landed in Edmonton.
North-West Territory
• No problems reported in NWT.
Saskatchewan
• No flights directed to Saskatchewan airports.

Nunavut
• No problems reported in Nunavut. No requests for assistance expected.
Manitoba
• Three international aircraft and 14 domestic flights were diverted to Winnipeg.

Ontario
• Twenty-five aircraft diverted to Toronto, 12 to Ottawa and 3 to Thunder Bay.
• Ontario forensic identification team deployment is being delayed while New
York redefines its requirements. Expecting a deployment decision tomorrow.
Ambulance deployed from London to NYC is from a private company which
usually does private transfer of patients.
• Situation at border crossing sites is not improving. Windsor and Niagara
Region (or its municipalities) are expected to declare emergencies to give
them the legal authority to regulate trucks. Sarnia is geographically separated
from its bridge by another municipality and thus does not have the same
problems. The province continues to work on a traffic control plan.

�Quebec
• Nine aircraft were processed at Dorval Airport and 12 at Mirabel (in total
4,654 passengers). The airport administration and airlines have taken care of
these people.

New Brunswick
• All passengers (about 2,400) had been relocated from the Moncton Airport
and either been billeted in hotels, private residences or provided shelter at the
Moncton coliseum.
Nova Scotia
• Halifax International Airport received 41 diverted flights, 8,400 people were
received in 21 reception centres. Halifax Regional Municipality is the lead
authority supporting the Halifax International Airport Authority, with the
support of provincial and federal resources.
Prince Edward Island
• PEI has registered an offer of 1,500 bed spaces to Nova Scotia.
Newfoundland
• Twenty-seven planes had arrived in St.John’s, 38 in Gander, 8 in Stephenville
and 5 in Goose Bay. The province estimates in excess of 12,000 people
landed in the province during the day on 11 September.

• Canadian Gas Association (CGA)
Sept 11 a.m. members were in various states of alert, depending on
company. On association wide full alert by noon. As of 14:00 today, their
membership is in varying states of alert as required.
• Canadian Energy Pipeline Association (CEPA)
Acted as distributor of information to membership. OCIPEP provided
reassurances regarding threat information to CEPA after Premier Klein
indicated potential threat to pipelines. Increased security measures. Business
continues as usual.
• Canadian Petroleum Products Institute (CPPI)
Emergency response measures were triggered. No update as of 14:00.
• Canadian Association of Petroleum Producers (CAPP)
Emergency response measures triggered. No incidents reported.
• Canadian Electricity Association (CEA)
Went to enhanced state of awareness, similar to Y2K. No reports of incidents
from members. As of 14:00 they had stood down their enhanced state of
awareness.

Canadian Financial Sector

Canadian banks are fully operational. No threat to payments systems
anticipated.
