At the Cabinet this morning I reported on this matter and the Cabinet agreed that I should cause instructions to be given to A/V/M Campbell that the force under his command was not to participate in activities which appeared to rise out of the position of the Occupying Powers, rather than to fall under the provisions of the North Atlantic Treaty. Accordingly, a message has been drafted and I enclose a copy of this so that I may have your suggestions and send it off at the earliest possible moment.
