Dear Ray:
This letter refers to our conversation of August 29
during the course of which you requested me to seek the approval
of the Canadian Government for a series of flights over Canadian
territory by the Strategic Air Command daily from September 15,
1958, through December 15, 1958, in accordance with a schedule
handed me at the time*.
In considering the United States approach with respect
to daily flights of SAC aircraft between September 15 and
December 15* the Canadian authorities recognized that* for the
desired, purposes of the exercise to be met successfully,., a
detailed programme of flights over an extended period had to be
planned. The United States authorities are aware* however, that
it is the policy of the Canadian Government not to grant blanket
clearances over an extended period for the overflight of Canada
by SAC aircraft* In the circumstances, therefore, it is suggested
that clearance be sought daily for the flights under consideration
on a service to service basis, the RCAF, on the Canadian side,
being responsible for obtaining ministerial clearance. While no
obstacle can be foreseen at the moment to the provision of the
required Canadian clearances, it will be recognized that
circumstances might arise in the three months period which would
necessitate further consideration by the Canadian Government of
the desirability of particular over-flights. We understand that
technical discussions on the exact procedure for daily clearance
of the desired over-flights are continuing between the RCAP and
the USAP.
