In tho discussions which have tafcen place in the House
of Commons regarding the s e t t i n g up of North American Air Defence
Command t h e r e have been repeated statements t o t h e effect t h a t
t h i s was not a command under NATO hut a npecial b i l a t e r a l arrangement made by Canada and tha United S t a t e s , and i t has boon quite
apparent that there i s a general lack of understanding of t h e IJATo
organization, p a r t i c u l a r l y as i t affects North America, In othor
papers which have como to t h e a t t e n t i o n of the Chiefs of Staff there
has bean frequent rofarenco t o Canada-US defence arrangements
which hove tended t o croato the iraproaoion t h a t the defence of North
America i s not part of NATO dofence arrangements and reference i s
seldom mode t o the Canada-US Regional Croup in NATO. I would
enphasizo t h a t the whole of Canada .and t h e T7nltod States i s p a r t of
tho KATO area (reference the diagram attached) and as far as Canada
i s concerned tho defence of t h i s area i s as much a NATO matter us
the defence of Allied Command Europe, Therefore i t i s considered
t h a t much more a t t e n t i o n should be paid to t h i s aspect of our NATO
planning in drawing up papers and In malting submissions t o ' the
government and roleases to the p u b l i c . I would dra\7 your a t t e n t i o n
to the statement made in the Unite Fapor of 1956-5? which deals
with Canada's defence programme and which s t a t e s as follows:
"The aim of Canada*s defence programme end planning
i s t o provide for the security of Canada. Under present
and foreseeable conditions t h i s can be done most
effectively by close co-operation with our a l l i e s in the
North Atlantic Treaty Organization, and e s p e c i a l l y with
the United States In r e l a t i o n to the North American a r e a .
Our defence plans raist also Include a capacity t o c a r r y
out obligations t h a t may a r i s e out of Canada's membership in the United Ifotions Organization."

I would emphasize t h a t in future we should s t r e s s t h i s
r e l a t i o n s h i p between Canada and the United States on dofence
matters as always being within the Canada-US Regional Croup.
This w i l l give us much greator l a t i t u d e and should cloar up any
public misunderstanding regarding defence arrangements with tha
United S t a t e s . I would dro**i your a t t e n t i o n t o the memorandum which
I forwarded to the L'iniotrr regarding tha r e l a t i o n s of t h e Canada-US
Regional Group and the NORAD organization, copies of which vrore
passed t o you under f l l o CSC 1686-1 JPS/II doted 3 January, 1958. I
would suggest t h a t you issue the necessary i n s t r u c t i o n s t o ensure
t h a t In future more emphasis i s given to t h e Ccnada-US defence
arrangements under tho Canada-US Regional Croup.

It is fully realized that there are still in existence
the Permanent Joint Board on Defence aad the Uilitory Cooperation
Committee, which are part of tha organization which existed before
NATO was formed. This organization has been iaalntained at the
express wish of tho United States, mainly on tho grounds that there
ara certain defence matters on which tho United States would prefer
to deal directly with Canada for reasons of security* However it le
the intention of the government to give asrautchemphasis as possible
to the NATO aspects of our defence in North America and to play down
any special arrangements which exist on defence matters with the
United States.
