I refer to Letter No. 20 dated 3 January, 1951, from the Canadian Ambassador to the United States to the UnderSecretary of State for External Affairs, a copy of which was forwarded to the Minister of National Defence and received in his office on 8 January, 1951. The aforementioned copy, together with marginal comments, has been forwarded to the undersigned for reply. 2. The United States proposal, as outlined in the above-mentioned letter, was discussed at a meeting of the Chiefs of Staff Committee, at which the Minister of National Defence was present, on 9 January, 1951. 3. It was agreed to approve the U.S. request as tabled subject to the provisos thats (a) passage over Canadian territory be made at nightj 4 ^ (b) the aircraft fly singly and highj and (c) the aircraft avoid flying over settled areas in Canada.
