CDIW00601. 28 February 1955. Telegram No. 251 to Secretary of State for External Affairs from Canadian High Commissioner in London

This message from Norman Robertson, the Canadian High Commissioner in London to the Secretary of State for External Affairs contains an extract from a letter by Patrick Dean. It detailed how Canada and the United Kingdom should approach the United States for a tripartite agreement on alerts. Not wanting to give the impression that Canada and the United Kingdom have already reached an agreement before consulting them, Dean gave several suggestions on how to proceed with American authorities. He advised the British and Canadian ambassadors to approach John Foster Dulles, the US Secretary of State, separately instead of jointly. Dean also recommended one of the ambassadors mention that the British and Canadian governments took advantage of the Commonwealth Conference to “have a preliminary talk on some of the problems involved.”
