This is a Canadian copy of a British paper prepared by a working group under Sir Norman Brook, the British Cabinet Secretary. The document detailed stages of action that ought to be completed if there were indications that the Soviet Union was preparing for war in the NATO area. Part I largely dealt with how critical intelligence would be evaluated and disseminated between the United Kingdom, the United States, and Canada. Part II concerned how NATO and other governments would be informed if the British, American, and Canadian governments concluded that war with the Soviet Union was imminent.
